Short answer: 16GB of RAM is a current minimum for Microsoft’s Copilot+ PC category, but it is not a universal requirement for every computer called an AI PC. The headline originated with a January 2024 report about TrendForce’s claim that Microsoft had set a 16GB baseline; Microsoft’s current published rule is specifically for Copilot+ PCs.
What the January 2024 report said
On January 18, 2024, Tom’s Hardware reported that TrendForce said Microsoft had set 16GB of DRAM as the baseline for AI PCs. The article also noted that Microsoft had not then published those broader requirements through official channels. That report is historical context, not itself a Microsoft product specification. Read the January 2024 report.
Microsoft’s subsequently published Copilot+ PC requirements include 16GB of RAM. That aligns with the reported figure for this defined Windows category, but it does not establish a RAM rule for every product sold under the wider AI PC label.

- An NPU capable of at least 40 trillion operations per second (TOPS).
- Windows 11 version 24H2 or newer.
These are category qualification requirements, not results from a performance test and not a guarantee that every workload will run well. Microsoft’s 2026 guide lists Snapdragon X, Intel Core Ultra 200V, and AMD Ryzen AI 300 processor families as supporting the category; its supported-platform guidance can change. Check Microsoft’s Copilot+ PC and AI PC guide for current details.
“AI PC” and “Copilot+ PC” do not mean the same thing
“AI PC” is a broader industry label. In a November 2024 white paper sponsored by Qualcomm, IDC defined an AI PC as a system containing an NPU, and described a “next-generation AI PC” as one exceeding 40 TOPS. This is IDC’s dated, sponsored market framing—not a universal hardware standard or current Microsoft policy. Read the IDC white paper.
Copilot+ PC, by contrast, is a specific Microsoft Windows category with stated hardware and software minimums. Microsoft summarizes the distinction this way: “All Copilot+ PCs are Windows 11 PCs, but not all Windows 11 PCs are Copilot+ PCs.” See Microsoft’s explanation of Copilot+ PCs and Windows PCs.

What to check before buying
Use the exact model and configuration—not just a product family name or an “AI PC” badge—to decide whether a computer meets your needs.
- Confirm the category. If you specifically want a Copilot+ PC, verify that the exact configuration is identified as one and meets Microsoft’s requirements. An NPU alone does not establish Copilot+ qualification.
- Check memory and upgrade options. Confirm the installed RAM capacity and whether it can be upgraded. Do not assume laptop memory is replaceable; upgradeability depends on the model. The available requirements do not establish that 16GB is enough for every creative, professional, or local AI workload.
- Verify the NPU. For Copilot+ qualification, the NPU must reach at least 40 TOPS. NPU throughput is one factor in on-device AI capability, but it is not a benchmark of overall system performance.
- Check storage and Windows version. Confirm at least a 256GB SSD and Windows 11 version 24H2 or newer for Copilot+ qualification.
- Check the features you care about. Microsoft describes features including Recall, Live Captions with translation, Cocreator, and Windows Studio Effects. Availability can vary by device and market, and some features or cloud-assisted services have additional account, language, update, or internet requirements. Consult the feature details for the exact device and your region.
Microsoft’s May 2024 announcement said Live Captions could translate more than 40 languages into English at that time; that launch-era figure should not be treated as a promise of current availability on every device. Read Microsoft’s May 2024 Copilot+ PC announcement.

Does 16GB guarantee enough memory for AI?
No. The 16GB figure is a minimum for Copilot+ category qualification, not evidence that every AI application or local model will perform adequately with that amount. The sources cited here do not establish a universal memory recommendation for specific workloads. Base a purchase on the software you intend to run and the exact PC’s full configuration, including whether its memory can be upgraded.
