No confirmed shipment or purchase was announced. On 26 November 2010, Toshiba and Mongolia’s MNFCC LLC signed a memorandum of understanding (MOU) to begin discussing possible cooperation on mineral resources and social infrastructure. Rare earths were among the resources mentioned, but the announcement described an exploratory aim—not a mine, purchase contract or delivered supply.
What Toshiba and MNFCC agreed to discuss
Toshiba’s announcement said the companies would initiate discussions about possible cooperation in developing Mongolia’s mineral resources, including uranium, rare earths and rare metals, and in enhancing social infrastructure. Toshiba described its goal as seeking a mutually beneficial cooperative relationship with MNFCC. Toshiba’s 26 November 2010 announcement is the primary account.
The announcement named no specific rare-earth elements, mine, investment amount, purchase volume, price or delivery schedule. It therefore does not establish what material Toshiba might have sought to source, or whether a commercial arrangement was ever made.
What the headline means—and what it does not
“Toshiba to source rare-earths from Mongolia” was the wording used in a contemporaneous EE Times report. Toshiba’s own release is more tentative: it says the MOU would start discussions on possible cooperation and that the company would seek to promote mutual development of mineral resources to help secure stable supply. That is an intention, not evidence of a completed sourcing transaction.

The company also described feasibility studies for thermal, nuclear and solar photovoltaic power systems, as well as transmission and distribution networks. These were proposed areas of study, not evidence that infrastructure had been built or that a mine had begun operating. Toshiba’s stated objective was to pursue cooperation that could support stable supply; the announcement supplied no delivered quantities.
Did the Mongolia agreement lead to supply?
The sources available here do not establish that the MOU resulted in a mine, binding offtake agreement or rare-earth supply to Toshiba. The announcement and contemporaneous coverage describe the agreement and discussions, not completed purchases or deliveries.

Toshiba later announced a rare-metals joint venture with Kazatomprom in 2011, but that initiative was in Kazakhstan, not Mongolia. It does not demonstrate follow-through on the MNFCC MOU. Toshiba’s announcement about the Kazatomprom venture concerns a separate arrangement.
How to read the agreement accurately

What current Mongolian project information can tell you
Mongolian National Rare Earth Corp (MNREC) currently describes its Khalzan Buregtei rare-earth project and reports feasibility and testing activity on its project page. The page reviewed does not connect that project to Toshiba or MNFCC, so it is not evidence that the 2010 MOU advanced into a current Toshiba-linked project.

For the original claim, the most useful distinction is between an exploratory MOU and a documented supply transaction. Toshiba announced the former; the cited material does not document the latter.
