No. The $400 million figure appeared in the State Department’s FY2025 procurement forecast, not in an awarded contract. TIME reported that the forecast’s “Armored Tesla” entry was changed to “Armored Electric Vehicles” in February 2025. The State Department then told the Associated Press that no manufacturer had received a contract and that the plan was on hold, with no solicitation planned at that time. Those reports do not establish what happened to this specific proposal after February 2025.

What changed in the State Department forecast?

In December 2024, the State Department’s FY2025 procurement forecast was reported to include a projected $400 million opportunity labeled “Armored Tesla.” TIME reported that a revised version, modified on the evening of February 12, 2025, instead listed “Armored Electric Vehicles.” The revised entry also used a different NAICS code, according to TIME. These are reported changes to a forecast entry; they do not, by themselves, establish why it was edited or which companies could compete.

A forecast signals anticipated contracting opportunities. It is not a solicitation, selection, or contract award. The $400 million was a projected amount, not evidence that the department spent or committed that sum to Tesla or another manufacturer. TIME’s February 13, 2025 report describes the wording change; the Associated Press report published the same day covers the department’s response.

What did the department say about an award?

On February 13, 2025, the State Department told the Associated Press that it had not awarded a contract to Tesla or another manufacturer for armored electric vehicles. AP also reported that the plan was on hold and that the department had no plans to issue a solicitation at that time. That is the reported status as of February 2025; it should not be read as confirmation of the proposal’s status in October 2026.

A solicitation would invite offers under defined procurement terms. Without one, the forecast entry alone does not show that Tesla was selected, that a competition occurred, or that an order was placed.

What the timeline establishes—and what it does not

Date Reported event What it establishes
December 2024 The FY2025 forecast was reported to include a $400 million “Armored Tesla” line. An anticipated procurement opportunity was listed; not an award.
February 12, 2025 TIME reported that a revised forecast changed the wording to “Armored Electric Vehicles” and changed the NAICS code. The reported document entry changed; the reason and procurement implications are not established by the wording change alone.
February 13, 2025 AP reported the department’s position that no manufacturer had been awarded a contract and the plan was on hold, with no solicitation then planned. The reported status at that time; not the later status of the specific proposal.
February 13, 2025 Senator Richard Blumenthal wrote Secretary of State Marco Rubio expressing concern about reports of a potential purchase and the removal of Tesla from procurement documents. The senator’s concern and request for answers, not an official procurement finding. The Senate committee published the letter.

The available reporting establishes the change and the department’s February 2025 account. It does not establish whether a later solicitation or award was issued for this specific forecasted opportunity. The generic revised wording does not prove that Tesla remained eligible, was excluded, or was replaced by another supplier.

How the State Department’s armored-vehicle program works

The department’s general program rules provide context, but they do not identify a winner for this forecast entry. Under the current 12 FAM 380, Armored Vehicle Program, the designated armored vehicle office approves makes and models before the department procures base vehicles. The guidance also assigns program responsibilities involving budgeting, repair and replacement arrangements, transfers, and inspections.

An archived Diplomatic Security Service description of its armored-vehicle program says the service designs, procures, and tests armored vehicles for the department and other federal agencies, and describes the historical use of third-party armoring contractors. That is program background, not evidence that a particular manufacturer or armoring company received the $400 million opportunity.

Which other procurement listing should not be confused with it?

SAM.gov has a separate listing, DEAV2025-002, for armored-vehicle engineering, research, testing, and evaluation support. Its subject is support services, not the forecasted purchase of vehicles. Its existence does not establish a solicitation or award for the $400 million vehicle proposal.

How to check for a later update

Because the reporting cited here dates to February 2025, readers seeking the current status should look for procurement records tied specifically to this vehicle opportunity, rather than infer an outcome from an older forecast or a separate support-services listing. A later solicitation or award would be distinct evidence of a procurement step; the sources cited above do not establish one.
