In March 2014, DER SPIEGEL and The New York Times reported that the NSA had conducted an operation against Huawei, internally named Shotgiant. Based on documents attributed to former NSA worker Edward Snowden, the account described access to Huawei systems, employee email, customer information and some product source code. Those reports did not establish that Huawei had enabled Chinese government surveillance.
What was Operation Shotgiant?
DER SPIEGEL reported that the NSA began an extensive operation against Huawei in early 2009 and called it Shotgiant internally. The account was based on documents from former NSA worker Edward Snowden that DER SPIEGEL and The New York Times reviewed. The reported operational details should be understood as claims drawn from those documents and journalism, not as independently verified findings.
The Guardian’s contemporaneous reporting also described access to Huawei servers in Shenzhen and monitoring of executive communications. Its account placed the disclosure amid U.S. concerns about Huawei and ZTE, but that political context does not prove either company conducted espionage.

What did the reports say the NSA accessed?
DER SPIEGEL reported that NSA personnel infiltrated Huawei’s network and accessed email and source code for some products. It said the documents described reading much employee email routed through Huawei’s Shenzhen headquarters, and copying internal engineering-training materials and a customer list.

The customer list was reported to contain about 1,400 Huawei customers. That is the 2014 article’s description of an allegedly copied list, not an independently audited total.
What objectives did the documents attribute to the agency?
According to DER SPIEGEL, an NSA document described two objectives: understanding Huawei products used by intelligence targets and assessing Huawei’s possible relationship with the Chinese state. The published account did not show whether the agency concluded that Huawei infrastructure gave China signals-intelligence capabilities.

What remains unproven?
The 2014 public reporting did not establish that Huawei had enabled Chinese government surveillance, nor did it establish whether Huawei’s infrastructure actually provided China with signals-intelligence capabilities. The account described an NSA effort to investigate that possibility, not proof of the underlying allegation.
The public NSA statement reviewed in connection with the story does not settle these questions. On March 13, 2014, the agency issued a general statement about legal and national-security limits on foreign intelligence operations; it did not mention Huawei. It therefore was neither a Huawei-specific confirmation nor a direct denial.

How did Huawei and the NSA respond?
Huawei spokesperson Bill Plummer criticized the alleged operation. In a statement quoted by The Guardian on March 22, 2014, he said: “The information presented in Der Spiegel and the New York Times article reaffirms the need for all companies to be vigilant at all times.”
NSA spokesperson Caitlin Hayden declined to discuss specific operations. As quoted by DER SPIEGEL on March 22, 2014, she said: “We do not give intelligence we collect to US companies to enhance their international competitiveness or increase their bottom line.” That was the agency’s stated position on sharing intelligence with U.S. companies, not an independent account of what the reported Huawei operation collected or how any material was used.

Why did the report draw attention?
The disclosure came amid public U.S. concern about Huawei and ZTE. The Guardian noted that a 2012 U.S. House intelligence committee report had advised U.S. firms to avoid doing business with the two companies. That earlier security assessment and the Snowden-document reporting are distinct claims: one concerned U.S. concerns about the companies, while the other alleged NSA penetration of Huawei systems.
