No. The 9.9-billion figure reported for RockYou2024 counts password entries in a compiled file—not 9.9 billion people, accounts, or newly hacked services. Reporting describes the file as a collection assembled from breach material, rather than a single new breach at one company. The phrase “partly a fluke” in the original title cannot be verified from the available sources, so it should not be treated as an established explanation.

What did the 9.9-billion figure count?

A secondary explainer reported 9,948,575,739 password entries in the RockYou2024 collection. That is a count of entries, not an independently audited count of unique passwords, people, or accounts. Entries can be duplicated, and a compilation can combine material associated with different incidents and periods. CloudsPress’ RockYou2024 explainer makes the distinction between entries and people or accounts explicit.

Houlihan Lokey’s Q3 2024 cybersecurity market update also characterizes RockYou2024 as a plaintext-password compilation built on RockYou2021 and assembled from material across breaches. That description does not establish that one newly identified company lost billions of passwords in a single event.

What does “partly a fluke” mean?

The sources available here do not identify the researcher behind that phrase or verify the statement’s original context. They therefore do not establish what was supposedly a fluke, or why. The wording should be treated as an unverified attribution in the headline—not as a proven finding about how the collection was created or counted.

How does a password compilation create risk?

The practical concern is credential reuse. If a password and its associated account details were exposed in one incident, attackers may try those credentials on unrelated services. That can put other accounts at risk when the same password was reused; it does not show that every service named or represented in a compilation was newly breached.

For context, an Associated Press report in 2025 covered a separate Cybernews analysis of 16 billion credentials across 30 datasets. AP reported that duplicates made it impossible to determine how many people or accounts the datasets represented. That later count is not the RockYou2024 count and should not be combined with it. What should you do about your accounts?

  • Replace reused passwords. Change a password anywhere you reused it, especially for email, financial services, and other accounts that can be used to reset or access additional accounts. Use a different password for every service.
  • Use a password manager if needed. A manager can help generate and keep track of distinct passwords, so you do not have to memorize each one.
  • Turn on multifactor authentication. Add another sign-in check where a service offers it. A USB security key is one possible authenticator; other services may offer different second-factor methods.
  • Consider passkeys. Where supported, passkeys provide a passwordless sign-in option. Availability depends on the service and the devices you use.

These measures reduce the risk that a reused or exposed password will open other accounts, but they cannot undo an earlier exposure or prove that your information was absent from a collection. AP’s 2025 coverage discusses unique passwords, password managers, multifactor authentication, and passkeys as practical security steps.
