Yes, Taiwanese government guidance and separate orders told covered public bodies, schools, and military units not to use Zoom in 2020—but this was not a blanket ban on every person or private organization in Taiwan. A later audit found Zoom installed at 17 Taipei municipal agencies and reported that it had been removed there by June 2025. That audit does not establish the current rule for every Taiwanese public body.
What Taiwan announced in April 2020
On 7 April 2020, the Executive Yuan’s Department of Cyber Security issued guidance for government organizations and certain non-government agencies. It said video-conferencing software used for necessary meetings “should not have associated security or privacy concerns, such as the Zoom video communication service.” The notice prioritized domestic products and government-contracted suppliers for procurement. Where a special case required non-domestic software, it said agencies could consider Google or Microsoft offerings after evaluating security risks. Executive Yuan, 7 April 2020
The guidance was framed around agency security requirements, procurement policy, and the Cyber Security Management Act. It named Zoom as a product of concern; it did not announce a law prohibiting every Taiwanese resident or private company from using the service.

Schools
Taiwan’s Ministry of Education separately said it would notify schools at all levels to stop using Zoom. It removed Zoom materials from its online-teaching resource pack and offered guidance on alternatives. The ministry named CyberLink U Meeting, Microsoft Teams, Cisco Webex, Adobe Connect, Google Hangouts Meet, and Jitsi Meet, while advising schools to consider information-security precautions when choosing remote-teaching software. Military units
The Ministry of National Defense also directed its units to stop using Zoom, according to Taiwan’s Central News Agency. The ministry’s spokesperson said earlier military use had been for disaster-relief coordination and ordinary multi-party communications, and that no classified information had been transmitted. Does Taiwan still prohibit Zoom?
A Taiwan Audit Office report published on 9 October 2025 says an April 2025 audit found Zoom and other prohibited or non-work software installed on computers at 17 Taipei municipal agencies. The report says the agencies had removed the software by June 2025. This is evidence that those agencies treated Zoom as prohibited software in 2025. It does not establish the exact current nationwide rule for every central-government agency, local authority, school, or other covered organization. Taiwan Audit Office, 9 October 2025

So the most precise answer is that restrictions clearly applied to the named public-sector contexts, and the 2025 report documents prohibited status in the audited Taipei agencies. The available published information does not settle the rule’s full present-day scope across Taiwan.

The alternatives differed by context. Being named as an option does not amount to a blanket security certification: each organization still needs to assess the service, its configuration, data handling, and procurement requirements.

Why did Taiwan act against Zoom?
The official 2020 notice focused on security and privacy concerns and on the software agencies used for necessary video conferences. Its practical response was to steer covered organizations toward products meeting their security requirements and toward domestic or government-contracted suppliers where procurement allowed. The cited notices establish the authorities’ stated concern and restrictions; they do not, by themselves, establish a specific security incident or prove that every named alternative was risk-free.
