No public evidence in the cited reporting confirms that 80,000 NVIDIA H200 chips reached China. That figure was the top end of a reported plan for a shipment before the Lunar New Year in mid-February 2026. Later, NVIDIA disclosed that only a fraction of the H200 shipments allowed under U.S. licenses had been made, while restrictions in China limited sales.

Where did the 80,000-chip figure come from?

The 80,000 figure was an upper-bound estimate in a report about a planned shipment, not a confirmed delivery total. The report described 5,000 to 10,000 modules, equivalent to about 40,000 to 80,000 H200 chips, expected before the Lunar New Year holiday in mid-February 2026. It said NVIDIA would initially draw from existing stock.

The quantities were attributed to sources familiar with the matter, rather than to a public NVIDIA confirmation of completed shipments. The plan and its deadline should therefore be read as a forecast, not proof that the chips arrived in China.

What changed in U.S. export policy?

On January 15, 2026, the U.S. Department of Commerce’s Bureau of Industry and Security (BIS) changed the review policy for exports of certain advanced computing products, including NVIDIA H200 and AMD MI325X, to end users in China or Macau. Instead of a presumption of denial, qualifying applications became eligible for case-by-case review. That change created a route to seek permission; it did not grant blanket authorization to export.

What an application had to satisfy

The BIS rule conditioned review on several requirements, including:

  • Adequate U.S. supply and no diversion of relevant foundry capacity.
  • An aggregate cap for China and Macau: shipments could not exceed 50% of the product shipped for U.S. end use.
  • End users and uses that were not prohibited, alongside customer security and know-your-customer controls.
  • Information about remote end users, including users of infrastructure-as-a-service providers.
  • Third-party testing in the United States before export. The rule allows testing to use a lab-selected representative sample of a batch.

These conditions help explain why a policy shift from denial to review did not guarantee that a planned shipment could proceed on schedule.

What did NVIDIA later disclose about shipments?

In its Form 10-Q for the quarter ended July 26, 2026, NVIDIA said the U.S. government had begun granting licenses in February 2026 for small quantities of H200 products to specific customers based in China. NVIDIA also said restrictions in the People’s Republic of China (PRC) limited sales and that it had been unable to sell all the products covered by licenses.

NVIDIA’s filing described the outcome as limited: only a fraction of the allowed shipments had been made, and H200 shipments represented less than 1% of Data Center revenue in the most recent quarter covered by the filing. The filing does not establish that the earlier plan for as many as 80,000 chips was completed.

The inventory charge and tariff

NVIDIA reported a $0.4 billion charge in the first half of fiscal 2027 for H200 excess inventory and purchase obligations. The company said licensed products required U.S. inspection and incurred a 25% tariff upon importation into the United States. It also said it had been unable to pass that tariff on to customers.

Calling the policy change a “fee” can therefore mislead. The 25% tariff was a cost NVIDIA described for products shipped under the licensing program after U.S. inspection; it was not a fee that, by itself, converted a ban into automatic permission to sell in China. U.S. license review and Chinese restrictions were separate obstacles.

How the forecast compares with what was later disclosed

Question What the evidence says
How many chips were reported as planned? About 40,000–80,000 H200 chips, corresponding to 5,000–10,000 modules; this was a reported estimate for a planned shipment before Lunar New Year in mid-February 2026, not a confirmed delivery.
Did U.S. policy permit exports automatically? No. The January 15, 2026 BIS rule made qualifying applications eligible for case-by-case review, subject to stated conditions.
What did NVIDIA later say was shipped? NVIDIA said only a fraction of allowed shipments had been made. The filing did not provide a total that confirms the 80,000-chip estimate.
What limited sales? NVIDIA said PRC restrictions limited sales, in addition to the conditions and inspection requirements of the U.S. licensing program.

Why China’s market matters to the story

The June 2026 Associated Press report described how U.S. controls initially stalled H200 sales while Beijing shifted toward encouraging domestic chips, with Huawei a leading local competitor. The change in export review policy came amid a market where NVIDIA faced both regulatory uncertainty and a push for domestic alternatives.

AP quoted NVIDIA CEO Jensen Huang recalling that, before export controls barred NVIDIA from China, the company had about 95% market share there. That is Huang’s retrospective statement, not an independently verified measurement of current share. AP also reported Bernstein estimates of about 40% for NVIDIA’s share of China’s AI-chip market in 2025, and Bernstein forecasts for 2026 of around 8% for NVIDIA and around 50% for Huawei. Those figures are analyst estimates and forecasts reported by AP, not official market measurements.

Can China import NVIDIA H200 chips now?

The policy position described here is conditional, not a general approval. As of NVIDIA’s Form 10-Q for the quarter ended July 26, 2026, the company said licenses had been granted for small quantities to specific China-based customers, but it had not sold all licensed products and PRC restrictions constrained sales. The available disclosures do not establish that every Chinese buyer can import H200s, or that the reported 80,000-chip plan was fulfilled.
