Microsoft’s reported cuts to some AI sales targets remain disputed, and the available evidence does not show that “almost nobody” uses Copilot. A December 2025 report summarized by ExtremeTech said some targets for agentic AI software had been reduced by as much as 50%. Microsoft responded that aggregate AI sales quotas had not been lowered. Later company disclosures describe millions of paid Microsoft 365 Copilot seats and rising engagement, but they do not establish an adoption rate across all Copilot users.
What was reported about Microsoft’s AI goals?
On December 10, 2025, ExtremeTech summarized a report attributed to The Information that Microsoft had reduced some sales targets for agentic AI software by as much as 50%. That figure applies to reported changes in some targets; it is not evidence of a 50% reduction in all Microsoft AI sales quotas. ExtremeTech’s account does not provide the underlying target values, affected teams or products, or enough detail to independently establish what changed.
How did Microsoft respond?
Microsoft disputed the account’s characterization. Its response, reproduced by ExtremeTech and relayed via Futurism, said: “The Information’s story inaccurately combines the concepts of growth and sales quotas,” and added that “aggregate sales quotas for AI products have not been lowered.”
Those terms are not necessarily interchangeable: a growth target for a particular team or product could change without a reduction in aggregate quotas. But the available reporting does not document the internal targets well enough to determine whether that distinction resolves the disagreement. The defensible conclusion is that reductions to some targets were reported, while Microsoft rejected the claim that its aggregate AI sales quotas had been cut. Neither a companywide 50% cut nor the precise scope of any adjustment is established by the public account.

Does the evidence show that almost nobody uses Copilot?
No. “Almost nobody” is a headline characterization, not a measured result in the available sources. It does not define who counts as a potential user, which Copilot product is meant, or how much activity qualifies as use.
Microsoft’s earnings calls provide company-reported evidence of paid seats and engagement, not an independent adoption rate for everyone who might use Copilot:

The figures indicate paid deployment and reported engagement growth. They do not reveal what share of all people with access—or of all people who could use a Copilot product—are active. Paid seats, enabled users and active users are different measures
Microsoft’s Microsoft 365 admin usage report distinguishes license availability from actual activity. Its definitions matter when interpreting adoption claims:

- Active users: enabled users who tried a user-initiated Copilot feature in one or more Microsoft 365 apps during that period.
- Active-user rate: active users divided by enabled users.
The report offers 7-, 28-, 90- and 180-day views. A user counted as active over a longer window may not have used Copilot recently or regularly, so the period must accompany any rate. Microsoft’s AI Adoption Score documentation describes a target of having each licensed user use Copilot an average of three days per week. That is a score methodology or benchmark, not evidence that users actually meet the target. It is also different from a count of paid seats or a report of whether someone tried a feature during a selected window. Microsoft Adoption Score documentation

What remains unknown
The public account does not disclose the original internal target figures, which teams or products were affected, or the detailed evidence behind the reported adjustments. Microsoft’s rebuttal contests the framing but does not, in the cited account, resolve those specifics. Public seat and engagement disclosures likewise cannot settle the separate question of how widely Copilot is used across all eligible users. As a result, the claim that Microsoft scaled back targets is best treated as attributed, disputed reporting—not a confirmed companywide quota cut—and the “almost nobody” claim is unsupported by a defined usage statistic.
