No—not as a finalized direct-funding award. The $8.5 billion figure was the preliminary proposal announced on March 20, 2024. On November 26, 2024, Intel and the U.S. Department of Commerce announced final terms for up to $7.86 billion in direct CHIPS Act funding for Intel’s commercial manufacturing and advanced-packaging projects. The two figures describe different stages of the deal, not an $8.5 billion payment followed by a second award.
How much CHIPS Act funding did Intel get?
The final terms announced on November 26, 2024, provided for up to $7.86 billion in direct funding. “Up to” is important: the announcement establishes the maximum amount under the terms, not that the full sum had already been paid out.
The $8.5 billion headline figure came from a preliminary, non-binding memorandum of terms announced by Commerce and Intel on March 20, 2024. The preliminary proposal was subject to due diligence, further negotiation, milestones, and funding availability. After due diligence, the parties announced final terms at a lower maximum amount.

Why did the amount change from $8.5 billion to $7.86 billion?
Intel said in its November 2024 announcement that the final commercial-facility award was lower because a congressional requirement directed CHIPS funding to pay for Intel’s separate $3 billion Secure Enclave program. That explanation is Intel’s account of the change; the Secure Enclave program should not be added to the $7.86 billion commercial-project award.

What did the Intel funding support?
The final award announcement named projects in four states: Arizona, New Mexico, Ohio, and Oregon. Intel described the supported work as commercial semiconductor manufacturing and advanced packaging. The announcement did not establish that every construction, production, employment, or investment milestone has since been achieved.

These are allocations or plans described at announcement time, not evidence by themselves that the funding was later paid or that the intended outcomes occurred. Intel’s November 2024 announcement
How do the loans, tax credit, and investment plans fit in?
Several figures often mentioned alongside the award refer to different kinds of support or spending. They are not additional direct-funding amounts and should not be combined into a single award total.

What the announcement does—and does not—confirm
The Commerce and Intel announcement confirms final terms for up to $7.86 billion in direct funding, the states and types of projects covered, and Intel’s stated workforce allocations. It does not, by itself, show that the full direct award or any preliminary-term loan was disbursed, that every project milestone was met, or that Intel realized its expected tax credit.
