France’s competition authority confirmed that it searched an unnamed company in the graphics-card sector on 26 September 2023. Its announcement did not name Nvidia or disclose the suspected conduct. The claim that Nvidia was the target must therefore be attributed to reporting outside the authority’s notice; the authority’s own statement does not confirm it.
What France’s competition authority confirmed
On 27 September 2023, the Autorité de la concurrence said its General Rapporteur had conducted an unannounced inspection the previous day, 26 September, at a company suspected of anticompetitive practices in the graphics-card sector. The inspection had been authorized by a liberty and custody judge. The authority did not identify the company or describe the practices under examination. The authority’s announcement said it would not comment further on either the entity or the practices.
The notice linked the inspection to the authority’s focus on cloud computing, referring to its 29 June 2023 opinion on competition in the cloud sector. It did not say that cloud providers were the target or lay out a case theory connecting the inspection to any particular cloud service.

The official announcement does not establish that. It refers only to an unnamed company in the graphics-card sector. If other coverage identified Nvidia as the company, that identification should be attributed to that coverage—not presented as a fact confirmed by the authority. The authority’s notice itself gives no name.

What was Nvidia suspected of doing?
The authority did not publish the suspected practices, so the public notice does not support a claim that Nvidia did any particular thing in this matter. Its later analysis of the generative-AI sector provides broader context, but it is not a statement of allegations or findings in the 2023 inspection.
In its 28 June 2024 Opinion 24-A-05 on competition in generative AI, the authority said the graphics-card sector targeted by the September 2023 inspection remained under close scrutiny by its Investigation Services. The opinion also discussed possible competition risks involving IT component providers, including dependence on Nvidia’s CUDA programming software, as well as concerns such as price fixing, output restrictions, unfair terms and discriminatory conduct. These are sector-level risks discussed in the opinion; they do not establish that Nvidia committed an infringement in the inspection.

Does an inspection mean Nvidia was found guilty?
No. An unannounced inspection is an investigative step, not a finding that a company broke the law. The authority’s 27 September 2023 notice stated: “Such dawn raids do not pre-suppose the existence of a breach of the law which could be imputed to the company involved in the alleged practices, which only a full investigation into the merits of the case could establish, if appropriate.”

How cloud competition fits—and where it does not
The authority’s 2024 opinion discussed wider competition concerns in cloud services, including financial incentives such as cloud credits and technical barriers to moving workloads between providers. Those issues can matter to competition in AI computing, but the opinion’s general discussion does not disclose what conduct investigators were examining in the September 2023 inspection. The event’s connection to cloud competition should not be mistaken for evidence that the inspection concerned cloud lock-in.

Timeline and what is known about the outcome
- 29 June 2023: The authority published Opinion 23-A-08 on competition in the cloud sector.
- 26 September 2023: The authority says it carried out the unannounced inspection after judicial authorization.
- 27 September 2023: The authority announced the inspection, without naming the company or detailing the suspected practices.
- 28 June 2024: The authority published its generative-AI opinion, saying the graphics-card sector remained under scrutiny and discussing broader AI and cloud competition risks.
The authority’s public index of opinions and decisions, checked on 8 October 2026, does not by itself establish a case-specific resolution of this inspection. That absence from the index is not proof that no confidential or differently titled proceeding exists.
