No available evidence shows that Elon Musk’s America PAC changed voters’ candidate selections or rewrote official Pennsylvania ballots after they were cast. A Nov. 5, 2024 Futurism report described a reported America PAC operation that contacted voters about potentially rejected mail ballots and helped them address envelope or paperwork problems. That activity is generally called ballot curing, not changing a vote.
Futurism attributed its account to two people familiar with the effort who had spoken to The New York Times. The underlying Times report was not available for independent review here, so operational details remain attributed claims rather than independently verified findings.
What the “emergency” project was reported to involve
Futurism reported that America PAC hired Blitz Canvassing for work in Pennsylvania and also used ballot curers in Michigan. The report said the Pennsylvania effort sought to contact voters whose mail ballots had been disqualified or flagged and help them respond to errors.

Descriptions of the project’s purpose beyond voter contact are speculation unless supported by additional evidence. The available material does not establish a final staffing total, a final ballot total, or a causal effect on Pennsylvania’s outcome.
What ballot curing means in Pennsylvania
Pennsylvania’s Department of State uses “curing” for steps a voter may take to address certain errors involving a returned mail ballot or its envelopes. The usual materials are:

- The marked ballot, placed inside the inner secrecy envelope.
- The secrecy envelope, placed inside the outer return envelope.
- The declaration on the outer envelope, signed and dated by the voter.
Problems can include a missing secrecy envelope, a missing signature, or an incorrect or missing date. A campaign or civic group may contact a voter about a possible problem, but that contact does not itself alter the voter’s selections.
Correcting an envelope defect is not changing a vote
| Activity | What it concerns | What it does not establish |
|---|---|---|
| Ballot curing | Addressing an error on the secrecy envelope, outer envelope, signature, date, or related return materials, when the county provides a way to do so. | That anyone changed the candidate choices marked on the ballot. |
| Changing a vote choice | Altering the candidate selection on a marked ballot or replacing it with a different vote. | This is not described or established by the available Futurism account. |
| Voter outreach | Calling, texting, canvassing, or otherwise telling a voter that a ballot may have a problem and explaining available next steps. | That the outreach was successful, lawful in every instance, or large enough to affect the statewide result. |
That distinction matters because a ballot can be rejected for a technical return-envelope problem even when the voter’s candidate choices are clear. Fixing an eligible paperwork defect preserves the voter’s original choices; it is not a post-cast rewrite of those choices.

Pennsylvania counties set the curing rules
There is no single mandatory statewide curing procedure for every returned mail ballot. Pennsylvania counties are not required to give voters an opportunity to correct envelope defects, although a county may choose to do so. The available process therefore depends on the county handling the ballot.
For a specific ballot, voters should contact the relevant county election office and follow that office’s instructions. Do not assume that a procedure available in one county applies in another, and do not rely on a campaign’s description instead of the county’s official guidance.

What the statewide rejection numbers show
Pennsylvania Department of State statistics provide context but do not measure America PAC’s activity:
| Measure | Statewide figure | Qualification |
|---|---|---|
| Returned mail ballots rejected, 2024 general election | About 1% | Statewide Pennsylvania figure reported by the Department of State in 2025. |
| Returned mail ballots rejected, April 2024 primary | 2.4% | Statewide Pennsylvania figure reported by the Department of State in 2025. |
| Change in rejection rate | 57% decrease | Comparison of the April primary with the 2024 general election. |
Among rejected returned mail ballots in the 2024 general election, the Department of State reported these leading categories:
Best Value
- 33% arrived after the 8 p.m. deadline.
- 23% had an incorrect or missing date.
- 17% lacked a required signature.
- 15% lacked the secrecy envelope.
These percentages describe statewide rejected-ballot categories. They do not show how many ballots America PAC contacted voters about, how many were cured, or whether the operation affected any margin.

Attributed information
- Futurism’s report by Noor Al-Sibai was published Nov. 5, 2024, at 3:06 p.m. EST.
- Its account of the America PAC effort was attributed to two people familiar with the operation who spoke to The New York Times.
- The report said America PAC hired Blitz Canvassing in Pennsylvania and employed ballot curers in Michigan.
Unresolved questions
- The available sources do not establish the number of operatives deployed.
- They do not establish what those workers were paid.
- They do not provide a final count of ballots cured through the effort.
- They do not establish an effect on the election result.
- They do not show operatives changing voters’ candidate selections.
How to interpret the headline claim
The phrase “alter Pennsylvania ballots after they’re cast” can suggest that operatives changed votes already marked by voters. The evidence summarized above supports a narrower description: a reported political operation contacted some voters about potentially defective mail-ballot return materials and may have helped them pursue whatever remedy their county allowed.
That is materially different from editing a ballot’s candidate choices. Without county records, direct documentation, or a final accounting from the organizations involved, stronger claims about the operation’s scale or impact are not established.

- Contact the county election office that issued or is processing the ballot.
- Ask whether the county permits correction of the specific envelope or declaration problem.
- Follow the county’s deadline and identity-verification instructions exactly.
- Use official county or Pennsylvania election guidance rather than assuming that advice from a campaign applies statewide.
Pennsylvania Secretary of the Commonwealth Al Schmidt said in an Oct. 1, 2024 Department of State release: “Casting your ballot by mail is a safe, secure, and convenient way to vote.” That statement addresses the general security and convenience of mail voting; it does not verify the America PAC operation described by Futurism.
The Bottom Line
The available reporting describes alleged voter outreach and ballot curing—not evidence that Elon Musk’s PAC changed Pennsylvanians’ candidate selections after ballots were cast. County rules determine whether and how a voter can correct a returned-ballot defect, and the operation’s size, results, and electoral effect remain unestablished.
