The alleged joint crackdown on generative-AI projects tied to Modern Warfare II and Fallout is not established by the official sources reviewed. Activision’s documented enforcement concerns cheating hardware and scripts; Bethesda’s public statements describe Fallout projects and player-created content. Neither source identifies the alleged fan projects or connects company action to generative AI.
What do the official sources actually show?
The available statements describe separate actions by separate companies, not a coordinated enforcement campaign. The sources also do not identify which MW2 or Fallout projects the allegation concerns, so they cannot establish what those projects used or why a company might have acted against them.

What did Activision’s MWII-related enforcement target?
In its May 7, 2025 RICOCHET update, Activision said it had delivered cease-and-desist demands to companies making and selling third-party hardware used to cheat, and that it could pursue legal action. The update also warns that using cheat devices or scripts can lead to permanent account bans. Its stated subject is cheating—not generative-AI fan works.

Activision reported that it had shut down five additional cheat developers since its previous progress report and disrupted more than 150 cheat resellers since Call of Duty: Black Ops 6 launched. Those are Activision’s anti-cheat enforcement figures, not counts of AI projects, MWII fan works, or Fallout projects.

Activision’s Modern Warfare II support page, updated February 27, 2026, lists game issues under investigation. It does not discuss GenAI fan projects. That page therefore does not substantiate the alleged crackdown either.
What has Bethesda said about Fallout projects and creators?
In its July 17, 2026 statement, Bethesda Game Studios described Fallout as a major priority. It called Fallout 5 a long-range destination in preproduction and said it was working with Obsidian on a new Fallout project. The statement also named Fallout 4, Creations, Fallout 76, remasters of Fallout 3 and Fallout: New Vegas, and a Fallout Shelter television project. Bethesda announced no release dates for the remasters.

The same statement describes a long history of tools for player-created experiences, reaching back to the Morrowind Construction Set, and says Creations expanded to Fallout 4. Bethesda Game Studios put its approach this way: “We’ve believed from the beginning that our worlds belong not only to the people who make them, but also to the people who play them.” That support for player creation does not, by itself, establish what the studio’s policy is on AI-generated mods.

Bethesda Game Studios also reported more than $10 million in creator royalties for its Creations ecosystem in 2026. This is the studio’s reported figure, not an independently audited total or an industry-wide estimate.

Do the licensing terms or company changes prove a GenAI crackdown?
No. Activision’s software license agreement dated September 2, 2025 includes provisions covering patches and updates, and account termination or suspension for certain violations. The cited provisions do not specifically address generative-AI fan projects. The agreement’s terms vary by territory, so its legal effect depends on the applicable version; the cited language should not be treated as a project-specific explanation for an enforcement decision.
Likewise, Xbox Wire’s September 22, 2026 organization update says Activision will expand its remit and Bethesda will include Obsidian, which will continue existing work, including the new Fallout project made with Bethesda Game Studios. That is an organizational update, not evidence of a shared GenAI enforcement policy.

What would establish whether a particular project was targeted?
A company notice, project statement, or other reliable record would need to identify the project and explain what action was taken and why. To assess a specific case, look for evidence addressing:
- Whether generative AI was actually involved, and how that involvement is documented.
- Whether the project used game code, copyrighted assets, trademarks, or original material.
- Whether it required a retail game or redistributed protected files.
- Whether it was commercial, and what reason the company gave for acting.
- Which published mod or creator policy applied to that project.
Without project names or notices linking an action to AI, the claim remains unresolved. The documented Activision anti-cheat campaign and Bethesda’s public support for Fallout creation tools should not be recast as proof of a joint crackdown.
