Devon Energy and Expand Energy have both been reported as planning to place their corporate headquarters in Houston, but the available reporting does not say that all their Oklahoma City operations, employees, or assets are moving. Devon’s planned headquarters change is tied to a combination with Houston-based Coterra Energy; Expand’s is a separate plan. Neither final move dates nor resulting job losses or tax effects have been established.
What is happening to Devon Energy and Expand Energy?
The February 20, 2026 Oklahoma News Report described two distinct headquarters developments:
- Devon Energy: The company was planning to move its headquarters to Houston following a planned combination with Houston-based Coterra Energy. The report does not establish that the transaction or headquarters move has since been completed.
- Expand Energy: The company, formerly Chesapeake Energy, also planned to move its headquarters from Oklahoma City to Houston. Expand was formed through the earlier combination of Chesapeake and Southwestern Energy.
These are plans about corporate headquarters and executive or office presence. They should not be read as confirmation that every job, operating function, or Oklahoma asset will leave the state.
Why is Houston the destination?
Devon’s stated rationale
Devon’s statement, as relayed by the Oklahoma News Report, said: “In the hypercompetitive market we face today, Houston provides greater access to commercial counterparties. Many of our peers and other industry resources.” This is the stated rationale in the reporting; it does not establish every factor behind the company’s decision.

Houston’s energy concentration
Houston already has a substantial concentration of energy headquarters and related businesses. In its 2025 report, the Texas Comptroller of Public Accounts counted 23 energy-sector Fortune 500 headquarters in Texas, including 18 in the Houston-Pasadena-The Woodlands metro area. The Comptroller also reported a Houston coal, oil, and power industry location quotient of 4.04, based on 2025 Q3 data. These figures provide context for Devon’s reference to counterparties and industry resources; they do not prove why either company chose Houston.
The same report offers other examples, not explanations for the Oklahoma companies’ plans: NRG Energy relocated from Princeton, New Jersey, to Houston in 2021, describing the move as a way to simplify operations. Chevron moved from San Ramon, California, to Houston in 2024, citing supplier proximity, a welcoming business environment, and lower cost of living.

What does each company say will remain in Oklahoma?
Devon said it planned to maintain a “continued significant presence in Oklahoma City,” according to the Oklahoma News Report. That is a company statement, not a commitment to a specific number of jobs, facilities, or functions. The cited report does not provide an equivalent detailed retention commitment from Expand.

How many jobs could Oklahoma City lose?
The Oklahoma News Report relayed Mayor David Holt’s estimates that about 500 Expand employees and about 1,000 Devon employees would remain in the area. These are estimates attributed to the mayor through the broadcast, not audited company headcounts or a final count of jobs retained or lost. The report describes those figures against much larger past employment, but does not quantify a net job-loss total.
It also reports concern about possible effects on household income and sales-tax revenue. At the same time, taxable oil-well assets remain in Oklahoma, so a headquarters change does not mean all related tax-generating property leaves with it. The cited sources do not quantify the net tax effect or establish how many employees, if any, will relocate.

The Texas Comptroller’s 2025 report also summarized 314 corporate headquarters relocations to Texas and 7,360 announced jobs during 2015–2024, drawing on Texas Economic Development & Tourism Office data and Comptroller analysis. Those figures cover reported headquarters relocations across industries, not energy-company moves from Oklahoma specifically.

What might the changes mean for Oklahoma City?
The Oklahoma News Report presents competing local perspectives rather than a settled forecast. Some voices see an opportunity to diversify into biotechnology, advanced manufacturing, aerospace, and other fields; others view the departures as a blow to Oklahoma’s energy identity. Neither outcome is established by the reported plans. The eventual local effect will depend on decisions about staffing, offices, operations, and investment that the cited reporting does not yet detail.
