Delhi’s approved Intelligent Traffic Management System is designed to coordinate signals, automate traffic enforcement and provide real-time road information across 42 traffic corridors. Hindustan Times reports the rollout will include 2,500 AI-enabled cameras, but the official project announcement specifies locations for signal control and enforcement rather than a camera total. Public materials reviewed do not establish how long footage will be kept, who will have access, or the full rules for sharing and later use.

What Delhi’s Intelligent Traffic Management System is

The Cabinet Committee on Economic Affairs approved a Delhi Police project estimated at ₹1,789.52 crore, inclusive of taxes. The Press Information Bureau says it will cover 42 identified traffic corridors, be implemented in three phases over 24 months, and receive five years of operation and maintenance after implementation. The government describes it as an integrated system for traffic control, enforcement and public information, rather than a camera installation alone.

Delhi Police will implement the project through a Master System Integrator selected by competitive bidding. C-DAC is the Project Management Consultant, responsible for technical scrutiny, monitoring, validation and acceptance during implementation and maintenance. According to the PIB, later phases are to proceed after earlier phases are evaluated against prescribed testing, commissioning, acceptance and performance parameters.

How many cameras and locations are planned?

Hindustan Times reports that the rollout includes 2,500 AI-enabled cameras, citing a Delhi Police traffic official. That figure is distinct from the official announcement’s site counts: the PIB lists 1,092 adaptive traffic-control locations and 1,029 enforcement locations. Those are locations, not cameras, and the announcement does not provide a camera-by-camera inventory. Hindustan Times’ report also describes connections with existing camera networks.

The official materials describe coverage in terms of identified corridors, intersections and enforcement locations; they do not provide a public, exact deployment map in the materials reviewed. The news report says the new cameras will connect with existing networks operated by Delhi Police, traffic police and the National Highways Authority of India. It puts Delhi Police’s existing CCTV network at about 25,000 cameras, and the traffic police’s existing inventory at 209 red-light cameras and 125 speed-detection cameras. These existing-network figures are the newspaper’s reported counts, not figures in the Cabinet announcement.

What the cameras and traffic system are intended to do

Adjust signals and help emergency vehicles

Adaptive signals are intended to adjust timings to traffic conditions and coordinate signals along corridors. The government says the system is intended to facilitate priority movement for ambulances and other emergency vehicles. These are planned capabilities; the approval announcement does not report operational results or measured improvements.

Detect violations and support enforcement

The government lists red-light and stop-line violations, speeding, wrong-way driving, failure to use helmets or seat belts, illegal parking and mobile-phone use while driving among the enforcement functions. AI analytics are also intended to assist with identifying stolen, hot-listed or blacklisted vehicles, repeat violators and vehicles connected with hit-and-run incidents. The public announcement does not specify the final hardware and analytics inventory for each location.

Identify incidents and share traffic information

The planned system is intended to detect congestion and incidents so teams can respond, and to give commuters updates about congestion, diversions, parking and traffic through message signs and digital platforms. The government says information may be shared with navigation service providers. It also describes Traffic Command and Control Centres, a secure data centre, disaster-recovery infrastructure, open standards and APIs intended to support future integration and scalability. Those broad design descriptions do not specify the rules for particular data flows or integrations.

What is known—and unknown—about privacy

The central unresolved issue is the data lifecycle: what the system will collect, how long it will retain it, who can access it, and what role the private system integrator will have during the five-year maintenance period. The public project announcement reviewed does not set out a project-specific retention period or a complete access-control policy. It also does not describe a final camera-by-camera inventory of what is recorded or analyzed.

Hindustan Times reports that officials discussed possible information-sharing with navigation providers such as Google and Apple. The government’s release says information may be shared with navigation providers and that the system will use open APIs, but the reviewed material does not establish that a data-sharing agreement has been signed. An API or a general statement about sharing does not, by itself, explain what information would be shared, under what conditions, or with what safeguards.

Apar Gupta, founder of the Internet Freedom Foundation, criticized the allocation toward digital surveillance and raised concerns about missing data-handling rules and future private integrations. Mishi Choudhary, founder of SFLC.in, supported using technology for road safety and ambulance priority while calling for a published privacy and data-governance framework before deployment. IT minister Ashwini Vaishnaw told Hindustan Times that “protocols, operating rules and regulations regarding this project will be made keeping citizens in mind.” The quoted assurance does not itself specify those rules.

How Delhi’s earlier CCTV governance principles apply

In a 2018 statement, Delhi’s Lieutenant Governor’s Secretariat identified governance principles for CCTV systems: clear responsibility and accountability; security of recorded material; limits on disclosure; public notice where applicable; rules for storage, monitoring, access, sharing and erasure; review and audit; and oversight and enforcement. The Secretariat wrote: “There must be clear responsibility and accountability for all surveillance camera system activities including images and information collected, held and used.”

The Delhi Home Department lists the Delhi Rules for Regulations of CCTV Systems in NCT of Delhi, 2018, but the official listing reviewed does not expose the rules’ substantive text. Neither that listing nor the Secretariat’s statement resolves how each data flow in this new ITMS will be governed.

What to look for as the rollout proceeds

The project’s practical safeguards and results will be clearer in its tender and awarded contract, a project-specific privacy and data-governance framework, and reports on phase acceptance and performance. Useful public details would explain:

  • Which images, vehicle details or other information each system collects, and how collection is limited to traffic-management purposes.
  • Retention and deletion periods for footage, alerts and enforcement records.
  • Which public officials, contractors and other parties can access data, and how access is logged and audited.
  • What information may be shared with navigation providers or other recipients, under what conditions, and how future API integrations are reviewed.
  • Who handles complaints and provides independent oversight, and how implementation performance and errors are reported.

Delhi’s scale helps explain the stated aim: the PIB gives a figure of around 71 lakh active registered vehicles in the city. That is the government’s contextual number, not an independently verified count in the materials cited here. The project’s intended benefits and scale do not answer the separate questions of retention, access and oversight.
