For a cognizable offence, you can give information to the officer in charge of a police station even if the incident happened in another area. Section 173(1) of India’s Bharatiya Nagarik Suraksha Sanhita (BNSS) says this applies “irrespective of the area where the offence is committed.” Delhi Police is the force; a local police station is one of its units serving a defined territory. The station or unit responsible for investigating and following up may differ from the place where you first report.

What is the difference between Delhi Police and your local police station?

Delhi Police is the police force. A police station is a local unit within that force, with a notified territorial area. Delhi Police’s Citizens’ Charter describes this territorial structure, though its procedural references cite the former Code of Criminal Procedure. The current procedure code is the BNSS, in force from 1 July 2024, according to India Code.

That territorial structure helps organize local policing and investigations. It does not mean you must go to the station covering the exact location of a cognizable offence before police can receive information about it.

Can you report a cognizable offence at any Delhi police station?

Section 173(1) of the BNSS states: “Every information relating to the commission of a cognizable offence, irrespective of the area where the offence is committed, may be given orally or by electronic communication to an officer in charge of a police station…” The rule concerns information about a cognizable offence; it is not a blanket rule for every service request, civil dispute or non-cognizable matter. How an alleged offence is classified depends on the facts and applicable law.

In practice, go to a station you can reach and give the officer in charge the relevant facts, even if the incident occurred elsewhere. This cross-area reporting practice is often called a Zero FIR, but the statute’s wording is the clearer guide. The sources do not establish one universal internal process for transferring or assigning every report, so do not assume which station will conduct the investigation.

Should you go to a station or use a Delhi Police online service?

The right route depends on urgency, the type of incident and whether you need immediate assistance or to hand over evidence. Delhi Police’s official website lists Complaint Lodging, Theft e-FIR, View FIR and View Complaint Status. These are specific service categories, not proof that every complaint can be completed online.

Route Useful when What to know
Speak to an officer in charge at a police station You need immediate assistance, have complex facts, or need to provide evidence. For cognizable-offence information, BNSS section 173 allows reporting irrespective of where the offence happened. You may need to follow up with the station or unit handling the investigation.
Delhi Police online service Your matter fits a service listed on the official portal, such as complaint lodging or a theft e-FIR. Check the live service’s eligibility and keep its acknowledgement or reference. Online availability does not make this a substitute for calling emergency services when someone is in danger.

For a specific FIR lookup, the Delhi Police FIR search asks for district, police station and year. The site says FIRs categorized as sensitive are excluded from the public upload set, so not finding an FIR there does not establish that no report exists.

How to make and keep a report

  1. For immediate danger, call 112. Delhi Police lists it as a 24/7 toll-free emergency response number in its telephone directory.
  2. Give the information to an officer in charge. For a cognizable offence, you can report at a station you can reach regardless of the incident’s area. Include where and when it happened, who was involved if known, and what evidence is available.
  3. If you send information electronically under section 173, sign it within three days. The section also provides for the information to be entered in the prescribed record and for a copy to be given free of charge to the informant.
  4. Keep the record of your submission. Save the free copy, acknowledgement, complaint or FIR reference, and any follow-up details. Use the portal’s status or FIR-view service where applicable.
  5. For an online financial or cyber incident, use the listed cyber route. Delhi Police’s directory lists 1930 for cyber complaints; confirm current contact details in the official directory.

What if a station says the incident happened outside its area or refuses to record information?

For information about a cognizable offence, section 173(1) says it may be given to an officer in charge irrespective of the area where the offence occurred. If the officer in charge refuses to record information, section 173(4) provides an escalation route:

  2. Send the substance of the information in writing and by post to the Superintendent of Police concerned. If satisfied that it discloses a cognizable offence, the Superintendent must investigate or direct an investigation under the section.
  3. If the matter remains unresolved, section 173(4) allows an application to a Magistrate. Section 175(3) specifies that the application is supported by an affidavit.

This is a statutory route, not a guarantee of a particular outcome. Because the right application and supporting material depend on the facts, consider seeking qualified legal advice when escalating.
