Delhi’s reported 2026 dry days for Gandhi Jayanti, Diwali and Guru Nanak Jayanti are October 2, November 8 and November 24, respectively. Hindustan Times reported these dates on October 2, citing an Excise Commissioner order dated September 24. The September notice itself was not independently available for verification, so the dates and its reported coverage should be treated as reported rather than confirmed here from the primary order.

November 24, 2026 Guru Nanak Jayanti (birth anniversary) Reported as a dry day in Delhi by Hindustan Times on October 2, 2026. Source: Hindustan Times

The dates are attributed to the newspaper’s report on an Excise Commissioner order dated September 24. Dry-day dates are subject to change if Delhi’s Excise Department amends its order.

Which liquor premises are affected?

Hindustan Times says the September order applies to specified licence categories, including wholesale and retail outlets, hotels, restaurants, bars, clubs, institutional licensees and temporary-event licensees. The complete September licence list has not been independently confirmed here, so this should not be read as an exhaustive or definitive list of every affected licence.

The general regulatory framework is set out in Rule 52 of the Delhi Excise Rules, 2010. An official Delhi Excise Department order dated January 15, 2026, covering January through March dry days, says licensed business premises must remain closed on a dry day and that the order must be displayed conspicuously. That January order provides context for the rule; it does not establish the October and November dates.

Does the hotel exception allow all hotel bars to serve?

No. The reported exception is narrow: hotels holding L-15 or L-15F licences may serve liquor to resident guests. It is not a general exemption for every hotel bar or for non-residents. The January 15 Delhi Excise order also states this resident-service exception, while Hindustan Times reports it in connection with the September notice.

What Delhi residents should check

  • For the reported holiday dates, use October 2, November 8 and November 24, 2026.
  • If you need to confirm a particular outlet or licence category, check the September 24 order or a later notice from the Delhi Excise Department; the September primary notice was not independently retrieved for this report.
  • Do not assume the hotel resident exception applies to ordinary hotel-bar service or to guests who are not residents.
