A Delhi Development Authority (DDA) safety audit, as reported by news outlets on October 2–3, 2026, found CCTV cameras in only 16 of the 736 DDA-managed parks it covered. The audit also classified 190 parks as high-risk and identified gaps in lighting, boundaries, gates and staffing. These are figures attributed to the DDA through news reports, not independently verified inspection results.
What the reported DDA audit found
Reports say the audit was ordered after an alleged assault at Aastha Kunj Park and completed within a week. The incident was reported as an alleged gang rape of a 17-year-old on September 21, 2026; it remains an allegation, not a judicial finding. The figures below describe the DDA’s administrative review as reported by outlets, rather than independent crime or safety measurements.

Counts and implementation statuses are attributed to DDA statements or officials in Hindustan Times, The Indian Express, India Today and The New Indian Express. The published material does not establish that the 323 additional cameras have been installed: it describes parks identified for installation, not completed work.
What “high-risk” means—and does not mean
The 190 high-risk, 258 medium-risk and 288 low-risk labels are the DDA’s reported categories for prioritizing parks. They are not a quantified estimate of an individual visitor’s chance of being harmed, nor do the reports provide crime rates by category. The labels should therefore be read as administrative classifications, not personal risk predictions.

The Indian Express named Aastha Kunj, Green Area Hastsal, District Park Hauz Khas, the green area at Maa Anandmayi Marg, Sanjay Lake, Jahanpanah City Forest, Ridge and forest areas, and biodiversity parks along the Yamuna floodplains as reported examples of high-risk sites. The outlet said the complete list was not released, so these examples are not a comprehensive list.
Which measures were active, and which were still in progress?
Lighting, cameras and physical access
The reported lighting numbers describe distinct stages: 520 parks were identified as needing additional lighting, work in 231 was being taken up immediately, and work in 106 was reported complete. The DDA statement reproduced by India Today said the 106 completions were on an immediate basis “as per an audit conducted last week.” Separately, 323 parks were identified for additional CCTV and 163 for gates that could be locked. Those latter counts describe identified needs, not confirmation of completed installations or repairs.

Boundary issues were identified in 399 parks, with repair or replacement work reported as addressed in 233. The available reports do not specify what “addressed” means for each park or how much work remained.

Patrols, guards and staffing oversight
Night patrols were reported in 245 major parks, with bike patrols in high-risk parks. The audit identified 134 parks requiring gunmen or armed guards; that is a stated need, not a report that guards were already posted in all 134. Biometric attendance was reported active in 602 parks.

A DDA official quoted anonymously by The Indian Express said: “Large parks have been provided with bike patrolling for faster coverage, with hooters where required, to ensure quick response to incidents. Standard Operating Procedures (SOPs) are under progress for patrolling, guard performance, supervisor accountability, attendance, reporting and police coordination.” The distinction matters: the report describes bike patrols as provided in large parks, while the operating procedures were still in progress.
Signage and monitoring
Safety information boards had been installed in 115 parks, while another 484 signages were under implementation. The DDA was also reported to have established a monitoring dashboard, begun weekly inspections and resident meetings, and been preparing standard operating procedures. These are reported agency measures; the sources do not provide outcomes showing whether they reduced incidents or improved response times.

What the reports do not establish
The underlying audit file, its assessment criteria, park-level records and precise audit date are not available in the cited reporting. The Indian Express reported that the full high-risk park list was not released. As a result, readers cannot use the published figures to check how risk was scored, compare individual parks, or independently track every project’s completion. The implementation figures are snapshots from reports published October 2–3, 2026, not confirmation of current status after those dates.

The CCTV finding also does not show that cameras would have prevented the alleged assault. Nor does the count alone establish whether cameras were working, monitored, or placed where incidents might occur. The reporting supports an infrastructure and accountability concern—limited camera coverage alongside other identified gaps—but not a causal conclusion about any single safety measure.
