Video calling software is an application or web-based service that lets two or more people communicate in real time using video, usually with audio, so they can share information. It can handle a simple one-to-one call or a multiparty conference, and it can run in a browser or an installed app on different devices.

What video calling software does

The core function is real-time two-way communication. Each participant sends and receives live video and audio, which is what separates video calling from recorded video messages or one-way webinars. The purpose is the exchange of information: a conversation, a meeting, a consultation, or a family call.

Because the function is defined by real-time video and audio rather than by a particular product, the same category covers very different tools, from a free consumer app used to call a relative to a business conferencing platform used by a team of forty.

One-to-one calls and multiparty conferences

Video calling software supports two main call formats:

  • Multiparty conferences connect three or more participants in one session, with each person typically seeing a grid or a featured speaker.

The FCC’s description of the category explicitly covers both professional and casual users and both one-to-one and multiparty conversations (FCC 23-50, Access to Video Conferencing, 2023). Whether a specific product supports a given participant count, and at what limit, varies by service and plan and is not something this definition establishes.

Browser or app: how you reach the service

Access is one of the main practical differences between services. Video calling software may be reached:

  • through an installed application on a desktop, laptop, tablet, or phone; or

The FCC notes that access may use an app or a browser and different operating systems, and that these details alone do not decide whether something counts as video conferencing (FCC 23-50, 2023). So “I can open it in a browser” does not make a tool more or less of a video calling service. It only tells you how you will join a call.

What you need on your end

A video calling service needs a video source on the sending side. Standards documents describe a camera as one possible source, alongside screen recordings and stored files (IETF, RFC 7742, WebRTC Video Processing and Codec Requirements, March 2016). In practice:

  • Built-in camera: most laptops, tablets, and phones already include one, and many users will not need additional hardware.
  • External webcam: an optional setup item for a desktop computer that has no suitable camera. A USB webcam is one common way to add a camera; it is a convenience, not a universal requirement.
  • Audio input and output: the definition assumes audio accompanies the video, so a microphone and speakers or headphones are part of a working call, though the sources cited here do not set specific hardware standards.

No single bandwidth, participant-count, or hardware specification applies across the category. Those values depend on the service and on your connection and device, and they should be checked in each provider’s own documentation.

The U.S. regulatory definition

For U.S. regulatory purposes, the FCC uses the term interoperable video conferencing service. The statutory wording, as quoted in the Commission’s 2023 order, describes “a service that provides real-time video communications, including audio, to enable users to share information of the user’s choosing.” The definition is set out in the FCC’s rules at 47 CFR § 14.10 (FCC 23-50, 2023; 47 CFR § 14.10).

This is a legal definition for a specific regulatory context. It is useful for understanding what the FCC treats as covered, but it is not the only dictionary or industry definition of video calling software. A product outside the FCC’s scope can still be a video calling tool in everyday terms. A further FCC order from 2024 (FCC 24-75) also discusses the breadth of covered services and the ways users access them.

WebRTC is a technology, not the whole category

WebRTC is a browser-oriented framework for real-time communication. The WebRTC project describes it as a set of audio and video components used in voice and video chat applications. It is one of the technologies behind browser-based video calls, but many video calling products are built with other stacks, and a product that uses WebRTC is not automatically a different or better kind of video calling software. The category is defined by what the service does for users, not by the protocol underneath.

Accessibility requirements

U.S. rules include accessibility performance objectives for interoperable video conferencing services, set out at 47 CFR § 14.21. The rules cite a captioning implementation date of January 12, 2027. That date is ahead of this article’s publication, so providers may not yet be required to meet it, and whether a specific service is covered depends on how it fits the regulatory definition. Check the current text of 47 CFR § 14.21 and your own applicability before relying on it for compliance decisions.

How to compare video calling services

When you are choosing between services, the definition gives you three useful comparison axes. The table below shows what to check on each and where the source material supports the check.

These axes tell you what to ask a provider. They do not rank services against one another, and the sources cited here do not establish which product is best for a given use.

Where the definition stops

The definition answers what video calling software is: a real-time service carrying video and usually audio between people, reached through a browser or an app. It does not tell you which product to choose, how well a connection will perform, or what a particular plan allows. Those questions require the service’s own documentation and a test call on the devices you actually use.
