“SIM not provisioned” means the carrier has not enabled the SIM for service, or the carrier’s record shows that SIM as inactive. The phone is reporting a service-state problem on the network side, so the fix runs through your carrier, not through the phone’s settings or a replacement card bought off the shelf.

What the message means

Provisioning is the carrier-side setup that makes an issued SIM usable with a subscription. When a phone displays “SIM not provisioned,” it is telling you that the network does not currently treat the SIM as an active, working line.

Sony’s support guidance is the clearest statement of the cause. Sony Support states: “The message SIM not provisioned indicates that the SIM card has been deactivated by the network operator or service provider.” The page does not name an individual author, so attribute the sentence to Sony Support. Sony’s wording is specific to its support page, and the exact message text can vary between devices and networks.

The phrase is also used in technical documentation. The u-blox “LENA-R8 AT commands manual” (document UBX-22016905, revision R04) lists “SIM not provisioned” as a cause description in its +CEER error-result-code table. That confirms the phrase is an established technical term for a provisioning failure. It is not a consumer repair procedure and does not tell you what to do on a handset.

Why the phone shows it

The sources support three situations that lead to this message:

  • A new SIM that has not been activated. The card was installed, but the carrier’s activation process has not been completed for that line.
  • An activation that was just attempted. The SIM may have been activated, but the phone is still reading the old state, or the activation did not finish on the carrier side.
  • A SIM the operator or service provider has deactivated. This is the case Sony’s wording describes. A line that worked before can show the message once the carrier has deactivated the SIM.

The sources do not list every possible reason a carrier might deactivate a SIM, so the phone cannot tell you which of these applies. Your carrier’s account records can.

Quick checks before you contact the carrier

Rogers’ support guidance gives a concrete sequence for new SIM cards. The steps below follow that pattern. Your carrier’s own instructions take priority if they differ, because the sequence is carrier-specific and not a guaranteed procedure for every provider, phone, or country.

  1. Determine whether the SIM is new. If you just installed a SIM that has never been used, follow your carrier’s official activation instructions. Rogers directs customers with an unactivated new SIM to its Activate or Change SIM Card support path, which is an example of the kind of page to look for with your own provider.
  2. Restart after a completed activation. If activation just finished, turn the phone off, wait 30 seconds, and turn it back on. Rogers’ page also advises keeping both the current and former devices off during SIM installation and activation where that applies to your situation.
  3. Check whether the message is still shown. If it clears, the line is working. If the message remains after a restart, the carrier needs to check the SIM’s record.
  4. Contact the carrier. Use the carrier that issued the SIM or currently manages the line, and move to the next section for what to say.

Which situation you are in

The most useful first distinction is whether the SIM is newly installed or just activated, or whether a line that previously worked has stopped. The table below maps each situation to the likely meaning and the next step.

Situation What it most likely points to Next step
New SIM, never activated Activation has not been completed for the line Follow the carrier’s activation process, then restart if the activation has just finished
Activation just completed, message still appears Activation may not have finished on the carrier side, or the phone has not picked up the new state Restart once as described above; if the message stays, contact the carrier
Service worked before, message now appears The SIM has been deactivated by the operator or service provider, as Sony’s wording describes Contact the carrier to check service state and whether a replacement SIM is needed

The sources reviewed do not establish a universal difference between “SIM not provisioned,” “SIM not activated,” and “SIM not detected.” Do not treat those messages as interchangeable. Read the exact wording on your screen and report it as shown.

  • The mobile number on the line and the account details the carrier uses to identify you.

The cited sources do not prescribe a universal list of identifiers, so ask the carrier which account details it requires.

Why replacement hardware does not fix it

The message describes the carrier’s record for the SIM, so changing physical hardware does not change that record. A generic replacement SIM, a SIM ejector tool, an unlocked replacement phone, or an eSIM-capable phone does not, by itself, correct a provisioning state. A carrier-issued replacement SIM must be activated or assigned through that carrier’s process, so the carrier remains the only party that can clear the message.

If the carrier confirms that a replacement is needed, use the replacement it issues rather than a card from another source.
