Remote Desktop Services (RDS) is Microsoft’s role-based platform in Windows Server for delivering desktops and individual applications to authorized users over a network. It can present a shared session desktop, a virtual desktop, or a single published program called a RemoteApp. The remote screen itself reaches the user’s device through the Remote Desktop Protocol (RDP), which is a separate thing from RDS.
What Remote Desktop Services means
RDS is the server-side system. It decides which users can reach which desktops or applications, places them on a host, keeps their sessions organized, and lets them reconnect later. Microsoft’s Learn documentation describes the feature this way: “Remote Desktop Services (RDS) in Windows Server is a built-in platform for securely delivering managed desktops and applications to users, whether they’re in the office, working from home, or connecting from branch and partner locations.” The quote is from Microsoft’s overview page; the page does not name an individual author or a publication date.
The word “services” in the name is literal. RDS is installed and configured as a set of Windows Server roles, and each role does a different job. The sections below explain the distinction between the platform and its protocol, the three delivery models it supports, the roles that coordinate them, and the licensing questions that the definition alone does not settle.

People often use “RDP” and “RDS” as if they were interchangeable, but they describe different layers. RDS provides and manages access. RDP carries the remote interface between the server and the user’s endpoint.

| Item | Remote Desktop Services (RDS) | Remote Desktop Protocol (RDP) |
|---|---|---|
| What it is | A Windows Server role-based platform | The protocol that presents the remote user interface |
| What it decides | Who gets which desktop or application, and where it runs | How the screen, input, and related data move between endpoint and host |
| Can it be used alone? | It depends on RDP to show the remote interface to endpoints | Yes, RDP is also used outside the RDS platform, which this overview does not cover |
In practice, a user who opens a published application or a full remote desktop is using RDP for the display and input path, while RDS determines what that user is allowed to see and where the session is hosted.
Three delivery models
RDS can deliver work in several ways. Microsoft’s overview groups them into session-based desktops, pooled virtual desktops, and personal virtual desktops, and notes that organizations can combine them.
| Model | How users get access | Do user changes persist? | Typical fit |
|---|---|---|---|
| Session-based (RD Session Host) | Several users each get a separate session on one shared Windows Server instance | Not stated in the overview | Task workers and centrally hosted applications |
| Pooled VDI | Users receive a virtual desktop dynamically assigned from a pool of Windows client virtual machines | Potentially non-persistent or resettable, according to the overview | Shared desktop use where individual customization is not required |
| Personal VDI | Each user receives a dedicated virtual desktop | Yes, the desktop retains changes | Users who need individual customization |
| Hybrid | Session-based and VDI delivery are combined for groups with different needs | Depends on which model each group uses | Organizations with mixed workloads |
The choice among these models affects user isolation, customization, application and operating system compatibility, user density, infrastructure cost, and day-to-day administration. Microsoft’s overview describes these models in general terms only. It does not provide sizing figures, so a real deployment needs its own capacity planning.
The roles that make up RDS
An RDS deployment is assembled from roles. Each role can run on its own server or be combined with others, depending on scale and design. The following are the six roles named in Microsoft’s documentation.
RD Session Host (RDSH)
RD Session Host runs session-based desktops and RemoteApp programs on Windows Server. Users connect through Remote Desktop clients or through supported browser access.
RD Virtualization Host
RD Virtualization Host runs the virtual machines behind VDI collections. A collection can contain pooled or personal Windows client virtual machines.

RD Connection Broker
RD Connection Broker tracks sessions and reconnects a user to an existing session rather than starting a new one. It also load-balances connections across hosts and manages collections.
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →RD Web Access
RD Web Access provides a portal and feeds that list the desktops and applications a given user is authorized to open. It is the front door for users who should not need to know which server hosts their resource.
RD Gateway
RD Gateway allows access from external networks to hosted desktops and applications through an encrypted HTTPS channel. Microsoft advises consulting its current deployment guidance for security requirements before exposing any service, so this role should not be configured from a summary alone.
RD Licensing
RD Licensing issues and tracks Remote Desktop Services client access licenses (RDS CALs) in deployments that require them. Its role in licensing is covered in the next section.
Where RDS runs and who uses it
Microsoft lists on-premises deployments and Azure infrastructure as a service (IaaS) among the places RDS can run, and it refers to partner solutions for other hosting options. Organizations typically centralize applications and desktops on shared hosts so that administrators manage those hosts rather than installing and patching software on every endpoint. Microsoft’s overview also points to four common use cases: centralized application delivery, access for contractors and partners, onboarding temporary or seasonal staff, and hosting legacy or specialized Windows applications.
The client side is simpler than many readers expect. The overview describes Remote Desktop clients and supported browsers as the way users connect. It does not name a required device type, so readers should check the client requirements for their own operating system and version rather than assume special hardware.

Versions and currency
As of October 2026, Microsoft’s Learn overview lists RDS applicability across Windows Server 2016, 2019, 2022, and 2025. Feature availability, role names, and licensing terms change between releases and between documentation updates, so confirm the version you run against Microsoft’s current pages before planning a deployment.
Licensing: what the definition does not settle
Licensing is the area where a general definition can mislead. The points below are the ones Microsoft documents, and none of them is a complete answer for a specific organization.
- Per-user and per-device modes. Microsoft documents RDS CAL modes for per-user and per-device licensing. Which one applies depends on the deployment.
- License server prerequisite. Microsoft’s session-host configuration guidance says an activated Remote Desktop license server with per-user or per-device RDS CALs is required before session-host licenses can be installed. The configuration steps differ depending on the roles deployed.
- Service-provider scenarios. For hosted arrangements through a service provider, Microsoft describes RDS Subscriber Access Licenses (SALs), including coverage for authorized unique users who sign in during a month.
- Desktop applications. Microsoft maintains separate guidance for desktop applications used in Windows Server RDS environments. An RDS CAL does not automatically cover every application right.
Entitlements depend on the deployment model, product, host, user or device, provider arrangement, contract, and geography. Readers with a licensing question should start with Microsoft’s current licensing documentation and, where the answer affects a contract or audit, confirm it with a qualified licensing specialist.

Benefits: what is claimed and what is measured
Microsoft’s material describes centralized management, secure delivery, and access from office, home, branch, and partner locations as benefits. These are product claims. The sources consulted do not include independent performance, cost-saving, or user-density measurements, so this article does not quote any such figures.
Before adopting RDS, test the workload you actually plan to run, measure it on your own hardware and network, and compare the results with the licensing and operational costs for your scenario.
