Network functions virtualization (NFV) is the principle of separating network functions from the hardware they run on by using virtualization techniques. Instead of tying each function, such as a firewall or a router, to a dedicated appliance, NFV lets that function run as software on a shared, virtualized infrastructure. ETSI, the European standards body, uses this wording in its terminology report ETSI GR NFV 003 V1.6.1, published in March 2021.
What the definition means
The definition rests on two ideas. The first is the network function: a functional block with defined external interfaces and defined behavior. A firewall, a session border controller, or a load balancer is a network function in this sense, regardless of how it is built. The second is separation. Traditionally, a network function arrived bundled with its own dedicated hardware. NFV pulls the function apart from that hardware so the same software logic can be deployed on general-purpose or shared infrastructure.
The definition describes a way of implementing network functions. It does not describe a single product, and it does not refer to one vendor’s platform. That distinction matters when reading vendor material, where “NFV” is often used as a label for a whole solution.

Key terms: NFV, VNF, NFVI and NFV-MANO
Most NFV material uses four terms. They are easy to blur, so the table below separates them.

In short, NFV is the approach, a VNF is the software function, NFVI is the environment the function runs in, and NFV-MANO is the management layer. Writers should use “VNF” when referring to a specific software implementation rather than using “NFV” as a synonym for it.
How NFV works
The infrastructure supplies compute, storage and networking resources. A virtualization layer abstracts those resources and decouples VNF software from the underlying hardware. Because of that decoupling, a VNF’s lifecycle can be handled without being tied to one particular hardware unit. ETSI’s architectural framework, set out in ETSI GS NFV 002 V1.1.1 (October 2013), describes this infrastructure and virtualization layer as the base on which VNFs run.

- The VNF manager, which handles the lifecycle of individual VNF instances.
- The virtualized infrastructure manager, which controls the NFVI resources that VNFs consume.
A simple way to picture the stack, as an editorial simplification, is three layers: the NFVI at the bottom, VNFs running on it, and NFV-MANO managing both. ETSI’s full framework contains additional functional blocks and reference interfaces, so this model is a teaching aid rather than a complete architecture.

Where NFV is used
ETSI’s use-case report, ETSI GR NFV 001 V1.3.1 (May 2021), groups NFV scenarios into five categories:
- NFV technology scenarios, covering the technical contexts in which the approach is applied.
- Telecom network uses, the most common setting. A provider virtualizes network elements and combines VNFs into services offered to customers.
- NFV consumer uses, including enterprise deployments and scenarios that require new network capabilities.
- General services, applications beyond telecom-specific roles.
- Operations, the use of NFV within the operational processes of a network.
The use-case report describes these categories but does not list software routing, firewalling or load balancing as named examples. Those functions are familiar illustrations of what a VNF can do, and they are useful for understanding the concept, but they are not a list taken from ETSI.

How NFV differs from SDN
NFV and software-defined networking (SDN) are related but distinct. A common introductory distinction is that NFV virtualizes network functions, while SDN changes how network control is organized. The two are often deployed together, but neither one requires the other. Beyond that broad statement, the sources consulted for this article did not establish a detailed comparison, so treat any stronger claim about how the two interact as something to verify against a specific standard or vendor document.

- Definition: The ETSI wording quoted above is the authoritative starting point for the term.
- Adoption and market size: No reliable, quotable statistic on NFV adoption, cost savings or performance was found in the official material reviewed. Any figure should be sourced separately before it is repeated.
- Current direction: ETSI’s NFV group page, viewed on 7 October 2026, describes work on cloud-native and containerized network functions. The same page lists NFV Release 6 and Release 5 specifications published in 2026. Release status changes over time, so check the ETSI page directly before relying on a particular release.
- Comparisons between implementations: Comparing NFV products depends on criteria such as the virtualization or runtime model, infrastructure and network performance needs, lifecycle automation, interoperability with orchestration systems, and operational responsibility. This article does not rank or recommend products.
For readers who need the formal definition, the ETSI terminology report is the primary source. For a working understanding, the three-part model of NFVI, VNFs and NFV-MANO covers what most introductory discussions require.
