NTSC stands for National Television System Committee. It was a U.S. television industry committee whose work produced the analog television signal standards that later took the acronym as their name. You will also see the alternate phrase “National TV Standards Committee” in some owner’s manuals and glossaries, but the Library of Congress uses “National Television System Committee” in its historical and technical material, so that is the form to use.
Which expansion is correct
The two expansions circulate side by side, and they are not interchangeable in authority. The table below shows where each appears.

If you encounter the alternate form in a manual, it refers to the same acronym and the same television standards. It does not indicate a different organization.

What the committee did
The historical record available for this term rests on two Library of Congress milestones. Keep them separate, because they describe different achievements.

1940 and 1941: the 525-line standard
The Library of Congress states that the committee set a 525-line standard in 1940. Television service using that standard went on air on July 1, 1941.
1953: a signal compatible with color
The Library of Congress states that the National Television Systems Committee established a compatible signal in 1953. That signal served both black-and-white and color receivers, which allowed color broadcasting without making existing black-and-white sets obsolete.

What is not established
The sources reviewed for this article do not include the committee’s charter or its original 1953 report. For that reason, this article does not describe its membership, governance, or exact years of operation. Beyond the two milestones above, treat any detailed account of the committee’s internal history with caution.

In everyday technical use, NTSC refers less to the committee and more to the analog broadcast and video system its standards defined. The Library of Congress describes NTSC as an analog broadcast standard with a nominal rate of 30 frames (60 fields) per second. That figure is a nominal description of the system. It is not the exact frame rate for every NTSC-derived recording or format, so do not assume identical timing across all NTSC-related material.

The 2009 U.S. transition to ATSC
The Library of Congress notes that ATSC digital broadcasting replaced NTSC in U.S. television broadcasting in 2009. That date applies to U.S. over-the-air television. It does not mean NTSC disappeared everywhere, and it does not describe the current broadcast standard in other countries.

NTSC no longer names the current U.S. over-the-air digital standard, but it remains useful in several contexts:

Converting legacy NTSC footage
If your goal is to digitize old analog footage, the technical question is signal compatibility rather than the committee’s history. The Library of Congress describes the conversion path in which analog composite source video is converted into digital component format. Before buying or using any capture hardware, check the following:
- The output connectors on your playback device, such as composite video, S-Video or component.
- Whether the capture device explicitly accepts NTSC composite input, and whether it matches the connectors you have.
- The software that will record and save the file, and the file format it produces.
Conversion produces a new digital file; it does not change the original analog signal. No specific device model has been tested or verified as performing well for this task in the sources reviewed, so match the hardware to your actual source equipment.
