A mobile virtual network operator (MVNO) is a mobile service provider that sells mobile service to its own customers while using another operator’s radio access network (RAN) instead of owning one. The word “virtual” refers to the missing radio network, not to a missing business. Depending on the arrangement, an MVNO may run its own core network, billing, customer care and subscriber systems on top of the host’s radio layer.

What the term means

The GSM Association (GSMA) defines an MVNO in its official document IR.21, version 17.0, as:

“A mobile virtual network operator (MVNO) is a mobile operator that does not own the mobile network infrastructure over which it provides services to its customers.”

That sentence is an organisational statement from the GSMA, not a quotation from a named individual. The key test is ownership of the radio infrastructure: the company that holds the customer relationship does not hold the spectrum or the towers that carry the signal. The host operator, usually called the mobile network operator (MNO), provides that access under a wholesale agreement.

Three points follow from that definition:

  • An MVNO is defined by the access it relies on, not by the size of its brand or the number of customers it has.
  • Owning other parts of the stack does not stop a company from being an MVNO. Many do.
  • A company can be an MVNO in one country and an MNO in another, because spectrum and network ownership are assessed market by market.

Full, light and thin MVNOs

MVNO is an umbrella term. Operators are often described as “full,” “thick,” “light” or “thin,” but these labels describe operating scope and are not a single global legal category. The Canadian regulator, the CRTC, says business models range from arrangements where the MVNO supplies most network components to arrangements where the host supplies nearly everything beyond marketing. Ofcom, the UK regulator, uses the thick and thin vocabulary in its discussion of MVNO roles.

These labels form a continuum of responsibility rather than a fixed ladder of status. When comparing operators, the useful questions are:

  • Who runs the core network functions, and where do subscriber identities and authentication sit?
  • Who holds the wholesale agreement with the host, and on what terms?
  • Who handles billing, customer care and number administration?
  • Does the company depend on an MVNE or MVNA to operate?

MVNO, MVNE and MVNA: different roles

These three acronyms are often used loosely, but they describe different functions.

  • MNO (mobile network operator): the host with the physical network and the spectrum position that its national regulator recognises.
  • MVNO (mobile virtual network operator): the retail provider that sells mobile service under its own brand to end users.
  • MVNE (mobile virtual network enabler): a supplier that provides network or operational capabilities an MVNO uses. Ofcom describes an MVNE as a supplier to an MNO in the model it discusses.
  • MVNA (mobile virtual network aggregator): an intermediary that aggregates thin MVNO services and sells them on to MVNOs, as Ofcom describes it.

MVNE and MVNA should not be treated as synonyms. Their contractual roles can differ, and Ofcom’s description explains the arrangements it covers rather than setting a universal legal definition.

Why definitions vary by country

There is no single international rule that decides whether a company counts as an MVNO. Each national regulator sets its own licensing, numbering and wholesale framework, so the same business can face different obligations depending on where it operates.

  • United Kingdom: Ofcom says MNOs operate physical networks and use radio spectrum. An MVNO is a customer of an MNO and is not itself a user of spectrum for the purposes of a Wireless Telegraphy Act licence. Ofcom also says MVNOs must comply with the general authorisation regime that applies to communications providers. Ofcom’s MVNO page is dated 7 September 2010, so check the current regime before relying on it.
  • Canada: The CRTC explains that wholesale rates are negotiated between parties and that a full MVNO can register for a mobile network code under the Canadian framework. These details apply to Canada only.
  • India: The Telecom Regulatory Authority of India’s 2008 consultation paper on MVNOs states that no uniform definition existed and describes MVNOs as operating through commercial arrangements with licensed MNOs, offering service under their own brand without their own spectrum. It is useful as evidence that definitions have varied, but it is a historical consultation, not a statement of current Indian rules.

Any statement about licensing, registration or wholesale rights should therefore name the country and the date of the source.

Common misreadings

  • “Virtual” does not mean the company has no infrastructure. A full MVNO can own a core network and billing platform while leasing radio access.
  • An MVNO is not automatically a reseller. Resellers are a narrower category, and the CRTC describes a continuum that includes resale-like arrangements at one end.
  • Owning a SIM brand does not prove a network role. The question is who controls the core functions and the wholesale access, not who prints the packaging.

Market size figures

A widely shared figure says 27% of subscribers use MVNOs and attributes it to Omdia, a market research firm. The source material does not state when that figure was measured, so it cannot be used as a current number. Market shares also vary by country, and the answer to “what is an MVNO” does not depend on them. If you need a market statistic, check the original Omdia report and its measurement date first.
