Highway toll collection is the process by which an authority charges a driver for using a specific road, bridge, tunnel, or other tolled facility. The charge is a fee for use of that facility, and the authority collects it in one of three ways: a person at a booth takes payment, an in-vehicle transponder is read and linked to an account, or a camera captures the license plate and the toll is billed to the registered owner. Which methods apply, and what they cost, depends on the operator and the facility, so the same trip can be handled differently on two neighboring roads.
The basic definition
In U.S. federal usage, a toll facility is a road, bridge, or tunnel for which travelers pay a specified toll for a given vehicle class. A tolling point is the place where the system records the charge. At that point the charge is either applied to an established account after a valid transponder is read, or a license-plate image is captured and the toll is assessed to the vehicle’s registered owner. The Federal Highway Administration (FHWA) describes tolls as fees based on use of a specific facility, which is why collection is tied to the location and the vehicle passing it rather than to a general fuel or registration charge.
The three ways tolls are collected
Manual collection
In manual collection, an attendant classifies the vehicle and accepts payment, typically cash or another accepted form, and gives change or a receipt where the operator provides them. This is the oldest method and the one most people picture when they think of a toll booth. Manual lanes still exist at many facilities, but their availability varies, so a driver should not assume one will be open at every tolled point.

Electronic toll collection uses roadside equipment to read a transponder mounted in the vehicle and associate the passage with an account. A federal regulation, reproduced in a 2010 compilation of the Code of Federal Regulations, defines ETC as paying automatically without slowing from normal highway speeds. That definition applies to the federal toll programs it covers; it does not describe the rules of every toll road in the country. In practice, ETC means the driver pays through a prepaid or linked account, and the charge posts to that account after the reader records the transponder.

Plate-based tolling and billing
Plate-based tolling uses cameras to photograph a vehicle’s license plate. The authority then either bills the registered owner or offers another payment route, depending on its rules. Because the payment is initiated or completed after the trip, plate-based tolling usually comes with deadlines and possible added fees for late payment. Those terms are set by each authority and should be checked before a trip, not after the bill arrives.
All-electronic and open-road tolling
All-electronic tolling (AET), also called open-road tolling (ORT), removes the toll booth from the route. The FHWA’s 2017 memorandum describes it as charging tolls on a facility without the need for a motorist to stop at a toll booth, using ETC systems. Overhead gantries read transponders, photograph plates, or do both while traffic moves at free-flow speed. Open-road tolling is the setup most people now encounter on new or upgraded toll roads, and it is the main reason “cashless” has become a common label.

How the toll amount is set
A toll is a charge for use of a particular facility, so the amount is not a flat national figure. Rates may be flat, or they may vary by:

Some facilities use dynamic pricing, which FHWA describes as variable tolls that can change in real time to moderate demand. A toll at a busy hour may therefore differ from the same toll at a quiet hour. Because these details are facility-specific and change over time, the only reliable source for the current amount and calculation method is the toll operator.

Comparing the payment routes
When a facility offers more than one way to pay, four factors matter most. The table below compares the usual routes on those points.
| Route | How the vehicle is identified | Driver action needed | Booth stop involved |
|---|---|---|---|
| Manual collection | Attendant classifies the vehicle | Pay at the booth with an accepted form of payment | Yes |
| Transponder / account (ETC) | Account-linked transponder read by roadside equipment | Maintain a compatible transponder and an active account | Not required in open-road systems |
| License-plate image (photo tolling) | Camera captures the plate; registered owner is billed | Pay or respond to the bill by the authority’s deadline | Not required |
The cited federal material establishes these as meaningful distinctions. It does not establish that one route is always cheaper or easier than another. A transponder account may carry monthly or per-transaction costs that a plate-based bill does not, and a plate-based bill may carry administrative fees that a transponder does not. Those costs differ by authority, so they need to be compared facility by facility.

A combined system: one state’s example
Many authorities mix methods. Washington State law, for example, describes electronic account payment, photo toll payment that the customer initiates or makes in response to a bill, and cash where a manual collection system is available. That combination is a state example, not a universal rule. Other states and operators may offer fewer routes, different deadlines, or different privacy and record-use terms. Where a route is offered also varies, so a driver on an unfamiliar road should look up the rules for that exact facility.
What the key figures show
The most-cited statistics come from a 2021 FHWA report, Nationwide Electronic Toll Collection Interoperability. Its overview reported more than 180 toll agencies and more than $18 billion in annual U.S. toll-facility revenue, and said more than 86 million ETC-enabling devices were in operation on U.S. roads. These are estimates from the report’s time frame, not current counts, and they should be read as a snapshot of 2021-era conditions.

The same report tracked the shift away from cash. In its words: “Cash collections declined from 29 percent of all tolls collected in 2010 to 18 percent of all tolls collected in 2015.” The figure is a 2010-to-2015 trend reported by the Federal Highway Administration in 2021; it does not describe cash use after 2015.
What “cashless” does and does not mean
“Cashless tolling” describes how the collection process works: no cash changes hands at the point of passage. It does not mean the driver is exempt from paying. The charge still applies, and it is settled through an account, a bill, or another route the authority specifies. A driver who does not have a transponder account and does not respond to a plate-based bill can still owe the toll, along with any fees the authority sets.
Before you drive a tolled route
- Confirm the route is tolled. Check the operator’s website or the signs on the approach, since a route may be tolled for only some vehicle classes or at certain times.
- Identify which payment methods the facility accepts, such as manual lanes, transponder accounts, or plate-based billing.
- If you plan to use a transponder, check with the operator that your device is compatible. Interoperability between authorities is not guaranteed.
- Find the rate for your vehicle class and time of travel, and any surcharge or fee that applies to a bill.
- If a toll is missed or a bill arrives, use the authority’s listed process and deadline to resolve it. Waiting usually adds cost.
Rates, device compatibility, billing deadlines, and fees change over time and differ by authority. The FHWA and federal regulations describe the general framework; the toll operator sets the actual terms for each facility.
