Electric vehicle types are defined by where their propulsion energy comes from and whether the vehicle plugs in to recharge. A battery electric vehicle (BEV) runs only on electricity stored in its battery. A plug-in hybrid electric vehicle (PHEV) can use electricity or gasoline and also plugs in. A conventional hybrid electric vehicle (HEV) uses gasoline and an electric motor, and recharges its battery through regenerative braking rather than a plug. A fuel cell electric vehicle (FCEV) generates electricity onboard from hydrogen.

The label “EV” is used differently from one source to another, so the first step is to decide which vehicles a given term includes. The sections below define each type, explain where the sources disagree, and show how to identify a vehicle’s type from its equipment.

Battery electric vehicles (BEVs)

A BEV has no gasoline engine. Its battery powers an electric motor, and you recharge the battery from an external power source. The U.S. Department of Energy’s Alternative Fuels Data Center (AFDC) states that these all-electric vehicles “always operate in all-electric mode.” The AFDC gives a typical driving range of 150 to 400 miles for all-electric vehicles. That is a general range for the category, not a specification for any model year or model.

Because a BEV depends entirely on its battery, its practical range and charging speed depend on the specific vehicle and on the charging equipment available to the owner.

Plug-in hybrid electric vehicles (PHEVs)

A PHEV carries a battery that can be charged from an outlet or charger, an electric motor, and an internal combustion engine. It can drive on electricity for a limited distance and then switch to gasoline. The AFDC describes the electric-only distance of most PHEVs as 20 to 40 miles for typical daily needs. The U.S. Energy Information Administration (EIA) gives a different figure, stating that PHEVs typically have an electric-only range of 8 to 45 miles. Both are general statements, and the figure for a particular vehicle comes from its own specification.

A PHEV produces tailpipe emissions whenever it runs on gasoline. The U.S. Environmental Protection Agency (EPA) states that “PHEVs produce tailpipe emissions when gasoline is being used as a fuel source.” A PHEV that is driven mainly on electricity produces fewer tailpipe emissions than one that runs mostly on gasoline, and the gasoline-only portion of its use still produces them.

Conventional hybrid electric vehicles (HEVs)

A conventional HEV combines an internal combustion engine with one or more electric motors. Its battery is charged by the engine and by regenerative braking, which captures energy when the vehicle slows down. Under the AFDC’s definition, a conventional HEV does not plug in.

The word “hybrid” alone does not settle this question. Some vehicles marketed as hybrids are plug-in hybrids (PHEVs), and some are conventional HEVs. If you are asking whether a particular hybrid plugs in, check whether it has a charge port, because the category name alone does not answer it.

Fuel cell electric vehicles (FCEVs)

An FCEV uses hydrogen in a fuel cell to generate electricity, and that electricity drives an electric motor. Its propulsion is electric, but it is not a battery-only vehicle. It refuels with hydrogen rather than plugging in for propulsion energy, so its practical question is access to hydrogen stations rather than home charging.

FCEVs are included in some official EV definitions and excluded from others. The section on terminology below covers the difference.

What “EV” includes depends on the source

The same abbreviation can cover different sets of vehicles, depending on whether the source is consumer-facing, technical or jurisdictional:

  • Colloquial usage. The AFDC notes that BEVs, PHEVs and HEVs are all sometimes called “electric cars,” “electric-drive vehicles” or “electric vehicles” in everyday speech, even though some of them still use liquid fuel.
  • Australian Government glossary. The glossary defines EV to include BEVs, PHEVs and FCEVs. It does not include conventional HEVs in that definition.
  • EPA rulemaking (2024, Federal Register). The rule uses the terms mild hybrid electric vehicles (MHEVs), HEVs, PHEVs, FCEVs and BEVs. It uses “electrified vehicle” for any vehicle with powertrain electrification, and it groups BEVs and FCEVs as zero-emission vehicles. This is the rule’s own terminology for its regulatory context, not a universal legal definition.

For clarity in writing, state the scope when you use the term. “Plug-in vehicles” covers BEVs and PHEVs. “Electrified vehicles” covers every type above, including MHEVs and conventional HEVs. Avoid saying there are exactly three or four EV types without naming the taxonomy you are using.

Emissions: tailpipe and lifecycle are different claims

A BEV produces no tailpipe emissions while it is being driven. That does not mean the electricity used to charge it, or the vehicle’s manufacture, has zero emissions. The EPA says that total emissions associated with driving EVs are typically lower than those of gasoline cars, and that the comparison depends partly on the electricity source.

When you read “zero emissions,” check whether the claim refers to tailpipe output, to electricity generation or to the full life cycle. “Zero tailpipe emissions” is a narrower claim than “zero emissions.”

Range figures and why the sources differ

The AFDC and the EIA publish different general ranges, and they measure slightly different things. The table below shows each figure with its scope.

Do not combine these ranges or present one as a settled figure for all vehicles. For a specific car, use its manufacturer’s specification, which reflects that model’s battery and test conditions.

How to identify a vehicle’s type

Check the following features in order. They identify the type from equipment you can see on the vehicle itself.

  • Charge port and no fuel filler: a BEV.
  • Charge port and a gasoline filler: a PHEV.
  • Gasoline filler and no charge port: a conventional HEV, or another non-plug-in hybrid. Check the manufacturer’s documentation to distinguish between them.
  • Hydrogen filler and no charge port for propulsion: an FCEV.

Charging equipment: confirm compatibility first

Only BEVs and PHEVs use external charging. Before buying a charging cable or home charger, confirm that it matches the vehicle’s charge port and your power supply. A charger that works with one plug-in vehicle is not guaranteed to work with another.
