A VR operating system is the platform software that runs on a virtual reality headset. It manages the headset’s input, tracking, audio, and display functions, and it provides the services and environment that VR applications run in. Meta Horizon OS is one current example. There is no single operating system shared by all VR devices, so the platform always depends on the specific headset family.

What a VR operating system does

An operating system is the layer between hardware and applications. In a VR headset, that layer has to handle several tasks that a phone or laptop does not: tracking the position of the head and hands, processing controller and hand input, mixing passthrough camera images with virtual content, and placing sound in three-dimensional space.

A practical working definition is this: a VR operating system is the device-level software platform that coordinates a headset’s hardware and VR-specific functions, and supplies the services and application environment that VR software uses. The exact feature set depends on the platform and the device.

Typical responsibilities include:

  • Input: controllers, hand tracking, and gaze input.
  • Spatial audio and displays: placing sound and rendering images for each eye.
  • Passthrough: showing the real room through the headset’s cameras for mixed-reality use.
  • Sharing and authentication: signing in to a user account and sharing content with others.
  • App execution and distribution: launching applications and delivering them through a store.
  • Developer interfaces: giving software a standard way to request these capabilities.

Meta Horizon OS as an example

Meta describes Horizon OS as its operating system for Meta VR devices. In the Meta Horizon OS Developers Quick start guide (updated September 9, 2026), the company states: “Horizon OS is Meta’s operating system for Meta VR devices.” Meta’s developer documentation lists controllers, hand tracking, gaze input, spatial audio, passthrough, sharing, and authentication among its platform capabilities.

Horizon OS is built on the Android Open Source Project (AOSP), but it is not stock Android. Meta’s engineering account, Meta Quest 2: Defense through offense (published September 12, 2023), describes Quest-specific system customizations and a VR Runtime that provides VR services to client applications. In short, Horizon OS is an Android-derived platform focused on XR (extended reality) devices. This article does not identify a specific Android release, because that varies by device and software version.

The platform name has also changed. Meta announced the Horizon OS name in April 2024, describing it as the new name for Meta Quest OS. Meta’s device comparison page currently lists the Meta Quest and Meta VR Glasses product lines as powered by Horizon OS.

Operating system, headset, runtime, and API: how they differ

The term “VR operating system” is often used loosely, so it helps to separate four layers that are easy to confuse.

A headset is hardware, and an operating system is software that runs on it. A runtime and an API are both software layers, but neither one is the operating system itself. OpenXR, for example, is a development interface and not the platform that manages a headset.

Why there is no single VR operating system

Each headset family ships with its own platform software. Meta documents Horizon OS for its immersive devices. Google’s Android XR documentation describes a platform for several types of XR devices, including full-immersion VR headsets. These are different platforms, and they do not run the same software in the same way.

Because of this, the platform a device runs affects what it can do. Meta states on its device comparison page that feature support and performance vary by device. Compatibility with a particular app, input method, or mixed-reality feature should be checked against the exact model, not inferred from the operating system name alone.

How to check what a specific headset runs

  • Look up the headset’s model on the manufacturer’s official product or comparison page.
  • Confirm which platform name the manufacturer uses for that model, such as Horizon OS for Meta Quest devices.
  • Check the feature list for the specific model before relying on a capability such as hand tracking or passthrough.
