A mobile data plan is the subscription that lets a device send and receive internet data over a cellular network instead of Wi-Fi. The plan is separate from the phone or tablet. It sets how much data you can use in a billing period, or it advertises “unlimited” data subject to conditions, and it determines what happens when you reach those limits. The plan may come bundled with voice calls, be added to an existing voice subscription, or be bought for a device that does not make calls, such as a connected tablet or a mobile hotspot.
What a mobile data plan covers
Mobile data means internet traffic carried over a cellular network rather than a Wi-Fi connection. A mobile data plan is the agreement with a mobile provider that allows that traffic. Plans fall into two broad types: those that specify a quantity of data for each billing period, and those that advertise unlimited data with terms attached.
In the United States, the Federal Communications Commission (FCC) defines a mobile broadband connection as one that delivers over 200 kbps in at least one direction. That is an administrative definition used for regulatory purposes. It is not a recommended speed for browsing, streaming or video calls, and it does not tell you how a particular plan will perform.

How the data allowance is measured
A data allowance is the amount of internet data a device may use over the mobile network during a period, most often one month. It is measured in gigabytes (GB). Data is counted only when the device is not connected to Wi-Fi, so a month of heavy home streaming on Wi-Fi uses none of the allowance.

Actual consumption depends on what you do and how your device is set up. The heaviest uses are video streaming and video calls. Video quality settings, background app updates and cloud backups can each add a meaningful amount, which is why a plan that feels generous on paper can run out faster than expected.
What happens when you reach a limit
The plan terms decide what follows once you pass a limit. Depending on the contract, you may see reduced speeds, extra charges, restricted access or a service stop. The FCC distinguishes four terms that are often used interchangeably in marketing:

The difference between throttling and deprioritization matters most. Throttling slows you down whether or not the local network is busy. Deprioritization slows you only when the network is congested, so the speed you see can vary by time and place.

The FTC’s wording is: “If the company will slow down the data speed for users who exceed a data cap, it must tell customers it’s going to do that.” If a plan slows you after a threshold, that step should be disclosed in the plan terms.

Why “unlimited” needs reading closely
“Unlimited” describes the allowance, not the whole service. It does not, by itself, tell you about speed, hotspot use, roaming or fair-use rules. The FCC reports that plans described as unlimited can have thresholds after which deprioritization applies, so a plan can be unlimited in volume and still slow down under certain conditions.
The FCC’s 2024 marketplace report (FCC 24-136) notes that in 2023 providers continued to offer unlimited plans alongside plans with specified data allowances. The report’s example of a T-Mobile plan with 50 GB of hotspot data describes that 2023 offering only. Current plans from any carrier may differ.

In the United Kingdom, the regulator Ofcom advises checking fair-use policies, speed restrictions and travel restrictions before choosing an unlimited package. Its consumer guidance also notes that unlimited packages can cost more than a fixed allowance that matches your actual needs.

Prepaid and postpaid plans
Payment timing is a separate question from data terms. A prepaid plan is paid before the service is received. A postpaid plan is billed after the service has been provided. Neither label tells you how much data you get or what speed policy applies. A prepaid plan can be unlimited, and a postpaid plan can have a small allowance.

What to compare when choosing a plan
When you compare two or more plans, the most useful comparison is the consequence of reaching the limit, not the headline figure. The table below lists the factors that most often change the real cost and experience.

| Total recurring cost | Include whether a handset is bundled or paid separately. |
If your current phone works well, a SIM-only package lets you buy service without a new handset. Ofcom suggests considering this option when an existing phone is suitable. Start by estimating your monthly use away from Wi-Fi, then match that figure to a plan, rather than starting from the lowest price or the word “unlimited”.
