The Delhi Development Authority (DDA) has invited bids for CCTV surveillance and LED floodlights at Aastha Kunj Park following a reported sexual assault there. The notices establish that procurement has begun, but the available records do not confirm that either contract has been awarded or that equipment has been installed.
What DDA has tendered for Aastha Kunj
The tenders followed a reported incident on 21 September 2026. Hindustan Times reported that three men allegedly posing as policemen approached a 17-year-old girl and her male friend, separated them, and allegedly sexually assaulted the girl. The report said all three suspects were arrested within hours and one was injured by gunfire during the arrest. These are allegations; arrests do not establish guilt. Hindustan Times
DDA issued separate notices for surveillance and lighting. Hindustan Times reported the estimated costs and completion periods, while DDA’s tender archive lists the corresponding notices: NIT No. 35/EE/ELD-13/DDA/2026-27 (SPLZ), dated 1 October 2026, and NIT No. 34/EE/ELD-13/DDA/2026-27, dated 30 September 2026. DDA tender archive
| Work | Estimated cost | Reported completion period | Purpose |
|---|---|---|---|
| CCTV surveillance system | ₹23.94 lakh, as reported by Hindustan Times in 2026 | 15 days after award, as reported by Hindustan Times in 2026 | Surveillance |
| LED floodlights | ₹4.2 lakh, as reported by Hindustan Times in 2026 | One month, as reported by Hindustan Times in 2026 | Illumination |
The completion periods are not dates for finished work: the CCTV period is expressly reported as starting after contract award. The reviewed archive confirms tender notices, but does not show an award or completion notice. It also does not establish a vendor, camera count, camera coverage plan, resolution, footage-retention period, floodlight specifications, or technical standards. DDA tender archive

How the tenders fit DDA’s wider park-safety audit
A DDA audit of 736 parks, reported by Hindustan Times in 2026, pointed to gaps beyond Aastha Kunj. CCTV coverage was present in 16 parks, and 323 additional parks were identified for camera installation. The audit categorized 190 parks as high-risk, 258 as medium-risk, and 288 as low-risk. Hindustan Times
The same report said 520 parks needed additional lighting, with work prioritized in 231. It also identified entrance problems at 163 parks and boundary or grille repair or missing-grille issues at 399. A DDA official quoted by the outlet said: “Security deployment emerged as a key concern at these parks, particularly as several DDA parks cover large areas and are not surrounded by residential settlements,” Hindustan Times

Patrolling: recommendations versus reported activity
The audit reportedly recommended night patrolling at 245 major parks and armed guards at 134 parks. Those are recommendations, not evidence that guards or patrols were deployed at every location. Separately, NDTV reported DDA saying bike patrolling had started in all 190 parks classified as high-risk. That reported patrol activity is distinct from the audit’s recommendations. NDTV
