Data-center staffing strain could increase outage risk, but the available evidence does not prove that burnout itself causes outages. Uptime Institute surveys document employee departures, extended shifts, and difficulty hiring; separate outage analysis identifies staff execution and procedures as contributors to operational problems. Together, those findings point to a credible risk pathway—not a measured causal link.

What Uptime Institute’s staffing figures show

Uptime Institute’s 2024 Global Data Center Survey describes persistent pressure on data-center operations teams. Operations roles had the highest turnover among the roles covered by the survey, and:

  • 69% of operators said their organization had lost data-center employees in the previous 12 months. Among those departures, 41% occurred within employees’ first two years.
  • Nearly one-third said their organization frequently extended an employee’s shift by more than two hours.
  • 51% reported difficulty finding qualified candidates for open roles.

These are indicators of retention, coverage, and workload pressure. They are not a direct measure of burnout: the survey does not establish how many employees were experiencing burnout or diagnose its causes. Uptime’s survey summary said, “Staffing challenges have neither improved nor worsened from 2023.”

How staffing pressure could contribute to outages

The plausible connection is through operational execution. Extended shifts can leave staff working while tired; departures and vacancies can reduce coverage or experience on a team; and frequent turnover can make it harder to preserve operational knowledge. It is reasonable to infer that these conditions may make errors or missed steps more likely, but Uptime’s evidence does not isolate burnout or quantify its effect on outage frequency.

The outage findings identify relevant human and process factors: staff execution, insufficient staffing, and incorrect staff processes or procedures rank among leading contributors to operational issues. Uptime’s 2024 outage analysis, drawing on its 2023 data-center survey, reported that four in five respondents believed their most recent serious outage could have been prevented with better management, processes, or configuration. That is respondents’ assessment of preventability, not proof that a particular staffing intervention would have prevented those incidents.

Why the risk matters to operators

In Uptime Institute’s 2023 survey, published as survey results in 2024, 55% of operators said they had experienced an outage in the previous three years. In Uptime’s 2024 outage analysis, 54% of respondents said their most recent significant, serious, or severe outage had cost more than $100,000; 16% said it had cost more than $1 million. These figures describe respondents’ reported experience and the cost of their most recent qualifying outage, not the cost of every outage.

Uptime also estimates that 10 to 20 high-profile IT outages or data-center events occur globally each year and cause serious or severe loss and disruption. This estimate concerns high-profile events, not the total number of outages across the industry.

What operators can review when hiring is difficult

Staffing fixes and operational safeguards address different parts of the risk pathway. The following comparison is a practical way to organize a review; available evidence does not establish which intervention reduces outages most.

Vacancies and time to fill; departures and tenure at departure; extended shifts and overtime; uncovered shifts; and whether planned training is completed.
Operations Runbooks; change management; configuration review; maintenance discipline; escalation paths; incident learning; and cross-training. Procedure deviations; change-review findings; overdue maintenance; escalation and handoff gaps; repeat incidents; and actions completed after incidents or near misses.

These are monitoring suggestions, not Uptime Institute findings about the effect size of each control. Operators can compare trends over time with incident and near-miss records to see whether coverage, execution, and recovery capacity are improving together.

How to turn the review into operational changes

  1. Find where coverage is fragile. Map critical tasks and shifts against qualified coverage, leave, vacancies, and the work required during maintenance or incidents. Look for duties that depend on one person or regularly require a shift extension.
  2. Protect safe execution time. Review shift handoffs, fatigue-sensitive work, overtime patterns, and whether training is displaced by urgent operational demands. Where coverage is thin, identify a backup or adjust scheduling rather than treating repeated extensions as normal.
  3. Make critical work repeatable. Keep runbooks current, require appropriate change and configuration review, and make escalation steps clear. Cross-train staff so that a departure or absence does not remove the only person familiar with a task.
  4. Learn from incidents and near misses. Review whether a procedure was missing, unclear, outdated, or difficult to follow under real conditions. Assign corrective actions and check that they are completed; avoid treating “human error” as a complete explanation when staffing, training, or process design may have shaped the conditions.
  5. Check whether the changes help. Track the workforce and operational measures in the table alongside outage severity, repeat incidents, and near misses. A shift in these measures can guide further review, but it does not by itself prove that burnout caused or prevented an outage.
