Yes, data centers can produce industrial noise from cooling and air-handling equipment, pumps, chillers, and backup generators. Whether it is disruptive—and what rules apply—depends on the sound’s character, timing, location, and the local regulations. A data center does not have one universal noise limit, and current sources do not establish a quantified health effect specific to data-center noise.

Are data centers actually noisy, and is this bad for our health?

Data centers can make audible mechanical sound. Cooling and air-handling systems, including fans, chillers and pumps, may operate for long periods; backup generators can run during power disruptions or maintenance tests. Onsite energy or storage systems can also contribute. The sound at a nearby home depends on the equipment, distance, site layout, barriers, terrain, weather and the sound already present.

Noise is not described fully by a single decibel reading. A steady hum or buzz may have a tonal quality that makes it more noticeable or aggravating than broadband background sound at a similar measured level. Low-frequency sound can be difficult to assess: it may not be prominent in ordinary listening conditions, and a basic dBA reading may not capture it well. Loudoun County’s guidance notes these challenges and points to measurement approaches that can include octave bands and dBC.

On health, the available data-center-specific evidence is limited. UNSW Newsroom wrote in September 2026 that there is “very little data to link environmental noise from data centres to health effects”; Loudoun County also says more research is needed on long-term low-frequency impacts. Those limits do not establish either that data-center noise is harmless or that it causes a specific health outcome. General concerns about environmental noise should not be presented as proof of a quantified health effect from data-center exposure.

How should residents compare data-center noise with other industrial noise?

Compare the sound and setting, not just the facility label or one number. Industrial noise assessments can account for source characteristics, background sound and the place where people hear the noise. These factors help explain why a fan or chiller may be experienced differently from intermittent generator testing—or from another industrial source.

  • Continuity: Is the sound steady, or does it occur in bursts during tests, maintenance or a disruption?
  • Character: Is there a distinct hum, buzz, tone or low-frequency component, rather than a more diffuse broadband sound?
  • Timing and background: Does it become more noticeable at night, when other background sound is lower?
  • Place and conditions: Does it change indoors versus outdoors, with distance, weather, terrain or barriers?
  • Assessment method: Is the measurement suited to the sound being reported? A-weighted dBA alone may not describe tonal or low-frequency sound adequately.

These are not a do-it-yourself test for a violation. England’s environmental-permit guidance describes monitoring as specialist work and recommends competent acousticians; the relevant methods and legal tests depend on the jurisdiction.

What noise limits and rules apply to a resident’s data-center complaint?

There is no single international or universal data-center noise limit. Rules differ by country and local authority, and may depend on the equipment, type of development, permit conditions, time of day and complaint route. The following examples show why a resident should check the applicable local standard rather than rely on a number found online.

Location What the cited authority says What it means for a resident
England The Environment Agency’s data-center guidance says it regulates backup energy generation and associated infrastructure only. Its permit guidance says a noise impact assessment may be required for noisy plant such as cooling equipment or fans. Industrial-process applicants should use BS 4142 to quantify environmental-noise impact, and monitoring should be undertaken by competent personnel. Confirm which activity and regulator are relevant to the complaint. The guidance does not supply one general data-center limit for all sites.
Loudoun County, Virginia County guidance requires a pre-construction noise study at site-plan review and a post-construction study one to twelve months after the first Certificate of Occupancy. The publication date is not stated on the accessed page. This is a local study requirement, not a rule that applies to data centers elsewhere.
New South Wales The NSW EPA’s Noise Policy for Industry (2017) applies to specified new developments and certain changes at existing premises. Its revisions address tonal and low-frequency noise, sleep-disturbance assessment, weather conditions and multiple premises in a precinct. Check whether the policy applies to the site and the particular change or development being assessed.
European Union The Environmental Noise Directive requires maps and action plans for specified agglomerations, roads, railways and airports. It does not set common EU environmental-noise limit or target values; member-state authorities determine measures. EU noise mapping is not a data-center-specific limit. National and local rules matter.
Victoria, Australia EPA Victoria regulates existing data centers as industrial operations and identifies noise among common hazards subject to environmental duties. Use the relevant Victorian regulatory process; do not assume that rules from another Australian state or territory apply.

For context, UNSW Newsroom described 35–40 dBA as a typical Australian residential nighttime limit range in September 2026, while noting that limits vary by state and territory. It is an explanatory, jurisdiction-dependent example—not a universal data-center standard.

The EU directive’s mapping thresholds are also easy to misread as noise limits. The European Commission lists thresholds of more than 100,000 inhabitants for agglomerations; more than 3 million vehicles annually for major roads; more than 30,000 trains annually for major railways; and more than 50,000 annual take-offs or landings for major airports. These are thresholds for mapping under the directive, not permissible data-center sound levels.

How can residents document and report a noise concern?

A useful report describes when and where the sound occurs and what it is like, without treating an informal impression or consumer meter reading as proof of a breach.

  1. Keep a dated log. Record the time, duration, location, whether the sound is steady or intermittent, and whether it has a hum or tone. Note weather where relevant and any apparent connection with generator testing.
  2. Record the listening conditions. Note whether you were indoors or outside, and whether the sound changed with windows open or closed or at a different location. These observations help describe the experience but are not calibrated measurements.
  3. Use a consumer sound level meter only for rough logging. Keep the readings and conditions together, but do not treat them as proof of compliance or a violation. Formal assessment may require suitable equipment, methods and a competent environmental acoustician.
  4. Contact the operator and local authority. Ask the operator how to report a concern and whether planned maintenance or generator testing is taking place. Ask the council or regulator which standard, permit conditions, records and formal complaint process apply locally.
  5. Seek specialist help if formal acoustic evidence is needed. Choose an environmental acoustician familiar with the relevant local standard, especially if the concern involves tonal or low-frequency sound.

UK environmental-permit guidance recommends investigating complaints, communicating with neighbors and notifying them about planned, unavoidable noisy activity—for example, testing an emergency generator. The appropriate process and responsible regulator still depend on where the facility is located.

What to check before relying on a noise number

  • Is the figure a legal limit, a typical range, a study result or a mapping threshold?
  • Which jurisdiction, authority, site type and time period does it cover?
  • Does the assessment address tonal or low-frequency sound, rather than relying only on dBA?
  • Was it measured at the relevant receptor location and under conditions that represent the reported problem?
  • Does the site have permit conditions or a local complaint process that changes what applies?

A comparison is useful only when those qualifications travel with the number. A limit from one Australian state, a study requirement in Loudoun County, or an EU mapping threshold cannot answer by itself whether a particular resident’s complaint meets the applicable rule.
