Data Center Alley is the informal name for the dense cluster of data centers centered on Ashburn in Loudoun County, Virginia. It is a descriptive place name—not a municipality, officially bounded district, or single facility—and may also refer more broadly to Northern Virginia’s data-center region.
Where is Data Center Alley?
The name usually points to Ashburn and nearby parts of Loudoun County, west of Washington, D.C. In regional discussions, it can describe a wider Northern Virginia network. The two usages have different geographic scope: there is no precise legal boundary established for Data Center Alley. Loudoun County describes its Ashburn-centered cluster on its Data Center Alley page; the Northern Virginia Regional Commission uses the term in a regional context on its data center page.
Why did so many data centers develop in Ashburn?
Loudoun County traces the region’s internet-infrastructure roots to 1992, when Metropolitan Fiber Systems and UUNet connected local fiber networks in a Vienna parking garage, creating the commercial internet exchange point known as MAE East. AOL opened its global headquarters in Ashburn in 1996, followed by UUNet in 1998. In the county’s account, those developments brought fiber infrastructure that helped attract internet companies and data-center investment.

It says favorable zoning and expedited approvals contributed to growth, particularly from 2007 to 2016. These are the county’s explanations, not a quantified ranking of each factor’s effect.

A county policy document says Loudoun began a marketing campaign promoting low latency in 2008 and that the “Data Center Alley” label emerged in that context. That is an account of the label’s promotion, not proof of its first-ever use. See the county’s Data Center Standards and Locations Plan.
How large is the cluster?
Counts differ depending on whether they cover Loudoun County or the broader region, and whether they count buildings, facilities, square footage, or projects at different stages. The figures below should not be added together or treated as directly comparable.

These are dated snapshots, not a live count. In particular, “built or under construction” is not the same as fully operational, and approved floor area is not a guarantee that construction will happen.

What does Data Center Alley mean for Loudoun County?
The concentration brings significant tax revenue, while growth also raises questions about infrastructure and neighborhood impacts. Loudoun County reported $1.2 billion in data-center real and personal property tax revenue for FY 2026, equal to 39% of its overall budget. Its adopted FY 2027 budget projected $1.3 billion, or 40%; that is a projection, not a completed-year result.

The county identifies resident concerns including noise, air quality, water use, land values, community aesthetics, and energy infrastructure. These concerns vary by location and facility; the existence of the cluster alone does not establish that a particular site violates a rule or causes a specific impact.

Loudoun County says it ended by-right data-center development in 2025. New proposals now require special-exception approval. The county’s standards-and-locations review is expected to conclude in spring or summer 2027. It is considering needs related to electric transmission and distribution, substations, battery energy storage, and on-site generation. These are time-sensitive local policy details; consult the county’s current information for updates.

At the regional level, the Northern Virginia Regional Commission discusses energy reliability, greenhouse-gas reductions, battery storage, and possible reuse of residual heat. It says a 2012 study found district-energy systems feasible under existing Virginia law and describes a 2024 map for exploring proximity between data centers and public facilities. Heat reuse is a planning opportunity, not an established regionwide operating system.

Backup generators, air quality, and noise
Loudoun County says most data centers use backup diesel generators for mandatory testing for one hour once per week. Outside testing, backup operation is associated with rare grid interruptions or direction from PJM during extreme demand. Generator equipment and filtration practices vary, and the county notes that diesel generators produce pollutants. For regulatory details and monitoring information, the county points readers to the Virginia Department of Environmental Quality and its noise and air-quality information.
The county says Virginia DEQ began mandating Tier 4-equivalent emissions standards for new or modified generators at data-center sites on July 1, 2026. Because this is a recent regulation, check DEQ’s current requirements and implementation details before relying on it for a specific project.
Low-frequency or tonal sound can be difficult to assess using ordinary A-weighted decibel measurements. Loudoun County says some localities use octave-band or C-weighted measurements and that it is working on policy mechanisms for these kinds of noise. Whether a specific facility exceeds a legal limit depends on measurements and the rule that applies; the label “Data Center Alley” cannot answer that question.
