The dark web is a collection of services reachable through privacy networks such as Tor—not a synonym for everything hidden from Google, and not a place where every user or site is automatically anonymous or trustworthy. Tor can obscure a user’s network location from a service and provide encrypted, authenticated connections to onion services. It cannot guarantee that a site is honest, that a device is secure, or that a user’s identity will never be exposed.
Deep web, dark web, and onion services are different things
The deep web is content ordinary search engines do not index. It includes routine material such as private account pages, subscription databases, and internal company sites. Being absent from search results does not make a page part of the dark web.
The dark web refers to services reached through special overlay networks rather than the ordinary web. Tor and I2P are examples of networks associated with it, according to the Congressional Research Service (CRS). A Tor onion service is a service accessible only through Tor; its address ends in .onion. The FBI’s primer likewise distinguishes the broad deep web from darknet marketplaces.

Tor sends traffic through relays so a destination has a harder time learning the client’s network location. For an onion service, the visitor and service establish Tor circuits that meet through a rendezvous design. The connection is encrypted end to end, and the onion address authenticates the service’s descriptor. These are properties of the protocol, not a blanket promise about everything around it. They do not establish that a site is legitimate, that the user’s device is free of malware, or that personal information voluntarily entered into a site stays private. Tor’s cryptographic-key documentation says circuit keys are discarded when a circuit ends; it also notes that there are nine directory authorities as of 2025. Neither fact proves that deanonymization is impossible: Tor cryptographic keys.
Tor use is not the same as dark-web use
Tor is a network, not a count of dark-web visitors. CRS reported that Tor Project metrics showed a mean of 430,054 daily Tor users in the United States during the first ten months of 2024, equal to 13.7% of the worldwide mean daily total. Those are estimates of Tor users—not a tally of people visiting onion services or dark-web sites—and they are not a current 2026 measurement. Tor and onion services can support privacy and censorship resistance, but those capabilities do not make every use lawful or every service safe. Protocol protections and the legality or trustworthiness of a particular destination are separate questions.

Illegal marketplaces and other criminal activity have existed on dark-web services. The FBI’s A Primer on DarkNet Marketplaces describes that history, while a 2021 U.S. Department of Justice Office of the Inspector General audit examined the FBI’s strategy and efforts to disrupt illegal dark-web activity: Audit of the FBI’s Strategy and Efforts to Disrupt Illegal Dark Web Activities.

That evidence supports saying criminal marketplaces are part of the ecosystem; it does not support saying the entire dark web is criminal. Nor does Tor’s privacy design establish that users of every service are untraceable. The sensible distinction is between what a network is designed to protect and what a person or service does with it.

Dark-web services are not necessarily stable destinations. Europol’s Internet Organised Crime Threat Assessment (IOCTA) 2024 says recurring takedowns of forums and marketplaces have shortened criminal-site lifecycles. That supports expecting disruption and instability, not assuming every site is a scam or that any particular directory is current or reliable. Europol’s report is available at IOCTA 2024.

What to keep in mind before visiting
- Do not equate hidden from search with dark web. A private page on an ordinary website is deep web content, not necessarily a Tor service.
- Do not treat a .onion address as a trust signal. Tor can authenticate the service address and encrypt the connection; it does not certify the operator’s honesty or the legality of the content.
- Do not assume network privacy eliminates other risks. Device security, identity disclosures, and the conduct of a service remain outside the protocol’s guarantees.
- Do not rely on old links or directories as proof of availability. Criminal-site takedowns and short lifecycles can make destinations unstable.
