Na 3 października 2026 r. kontrola prędkości i mocy hulajnóg przez straż miejską jest zapowiedzią Ministerstwa Infrastruktury dotyczącą projektowanych przepisów, a nie potwierdzonym, obowiązującym uprawnieniem. Ministerstwo ogłosiło ten zamiar 10 lipca 2026 r. W praktyce już teraz obowiązują odrębne limity jazdy zależne od rodzaju drogi, a straż miejska ma określone kompetencje dotyczące wykroczeń i usuwania hulajnóg.
Czy straż miejska może już mierzyć prędkość hulajnogi?
Nie należy zakładać, że może kontrolować prędkość i moc hulajnogi na podstawie samej zapowiedzi. Ministerstwo Infrastruktury poinformowało 10 lipca 2026 r., że w projektowanych przepisach straż miejska ma otrzymać takie uprawnienia. Resort pisał o przyszłych regulacjach, nie o kompetencji, która już weszła w życie. Komunikat Ministerstwa Infrastruktury
Nie ma tu potwierdzonej daty wejścia zmian w życie. Sam komunikat o projekcie nie przesądza, czy przepisy zostały później uchwalone, ogłoszone ani od kiedy miałyby obowiązywać. Dlatego przed zastosowaniem nowych zasad warto sprawdzić aktualny tekst przepisów i ich datę wejścia w życie.

Jakie limity prędkości obowiązują teraz?
Limit zależy od tego, po jakiej drodze jedzie kierujący. Nie należy go mylić z kontrolą technicznych parametrów hulajnogi: jedno dotyczy zachowania użytkownika w danym miejscu, drugie — cech samego urządzenia.
- Droga dla rowerów lub pas ruchu dla rowerów: jeśli są wyznaczone dla kierunku jazdy, hulajnoga powinna poruszać się nimi, z prędkością nie większą niż 20 km/h.
- Jezdnia: gdy nie ma drogi dla rowerów ani pasa rowerowego, jazda jezdnią jest dopuszczona, jeśli obowiązuje na niej limit dla pojazdów nie wyższy niż 30 km/h.
- Droga dla pieszych: kierujący ma jechać z prędkością zbliżoną do prędkości pieszego, zachować szczególną ostrożność i ustępować pieszym pierwszeństwa.
Te zasady opisują dopuszczalną jazdę w konkretnym miejscu. Nie oznaczają, że hulajnoga może być konstrukcyjnie odblokowana do wyższej prędkości; kwestia parametrów urządzenia jest odrębna od limitu na drodze.

Co straż miejska może zrobić już teraz?
Zapowiedź kontroli prędkości i mocy nie oznacza, że straż miejska nie ma obecnie żadnych kompetencji wobec hulajnóg. Obowiązujące przepisy przewidują możliwość wydania przez policjanta lub strażnika gminnego (miejskiego) dyspozycji usunięcia hulajnogi z drogi w określonych sytuacjach oraz sankcje za wybrane wykroczenia. Nie należy jednak utożsamiać tych uprawnień z zapowiedzianym sprawdzaniem parametrów napędu.
Czy dziecko musi jeździć w kasku?
Tak. Od 3 czerwca 2026 r. osoba poniżej 16. roku życia musi używać kasku ochronnego podczas jazdy hulajnogą elektryczną. MSWiA podało, że w 2025 r. liczba wypadków z udziałem hulajnóg wzrosła o ponad połowę, a dzieci i młodzież w wieku 7–17 lat stanowiły ponad 50% ofiar tych wypadków. Resort informował również, że kask zmniejsza ryzyko urazu głowy o 40% na hulajnodze; są to dane przytoczone przez MSWiA, a nie niezależny pomiar w tym artykule. Komunikat MSWiA z 3 czerwca 2026 r.
