In Cohesity’s 2026 Global Cyber Resilience Report, 76% of organizations that had experienced a material cyberattack said recovery took longer than their own recovery-time objective (RTO). On average, respondents reported taking almost twice as long as planned. This is a survey finding—not a claim that every organization takes twice its target or that all incident durations were independently verified.
What “nearly twice as long” means
An RTO is the time an organization aims to take to restore a service or system after disruption. The report’s headline compares respondents’ reported recovery times with their organizations’ own targets. It does not mean every affected organization missed its RTO by the same amount. The 76% figure applies to organizations whose respondents said they had experienced a material cyberattack, not to all organizations surveyed.
Cohesity describes the finding on its Global Cyber Resilience Report page; TechInformed also reports the recovery-overrun result. Both present it as a survey result.
Who was surveyed, and what the result can show
Vanson Bourne conducted the survey for Cohesity in July 2026. It included 3,200 IT and security decision-makers at organizations with at least 1,000 employees across 12 countries: Australia, Brazil, France, Germany, India, Japan, Saudi Arabia, Singapore, South Korea, the United Arab Emirates, the United Kingdom and the United States. Cohesity’s September 16, 2026 release describes the survey and defines a “material cyberattack” as an event with measurable financial, reputational, operational and/or customer-churn impact. TechInformed says the recovery-overrun statistic concerns respondents whose organizations had suffered such an attack in the previous 12 months.

Cohesity commissioned the study and sells enterprise data protection and cyber recovery services. The published pages do not establish that incident durations were independently audited. Treat the figures as respondent-reported evidence from a vendor-sponsored survey, not a universal measurement of recovery performance or proof about every attack type, organization size or geography.
Why planned recovery can fall short
The survey coverage points to a practical distinction: getting systems back online is not the same as restoring safe, dependable business operations. Cohesity reported that 78% of respondents focused recovery efforts on restoring systems rather than maintaining business operations. That can leave important work unfinished even after core infrastructure is available.
- The impact is larger than first understood. Survey respondents described attacks affecting more systems than initially recognized, expanding the recovery scope.
- Dependencies are missing from the plan. Identity services and third-party integrations can be essential to the systems being restored. If their recovery sequence or ownership is unclear, a restored application may still be unusable.
- Clean restoration needs verification. Teams may need to determine whether restored systems are safe to reconnect and use, rather than assuming that a successful restore is sufficient.
- Business processes lag behind infrastructure. Normal operations may not resume immediately when core systems return; staff, access, integrations and customer-facing workflows also have to function.
These are issues reported in survey coverage, not independently measured causes with assigned shares of recovery delay. Cohesity’s 2026 report page provides additional context on the report.

How to interpret the finding for a recovery plan
The result is a reason to test what an RTO actually promises. A target is more useful when it is tied to a business service and its dependencies, rather than only to the time needed to restore a server or dataset. When reviewing a plan, ask whether it defines and exercises:
- Recovery targets for critical business services, alongside system-level RTOs.
- Recovery-point objectives (RPOs), which describe how much data loss is tolerable, and how teams will establish which data is safe to use.
- Dependencies such as identity, network access, third-party integrations and the sequence in which they must return.
- Checks for a clean restoration before systems reconnect to users or other services.
- A way to maintain critical operations while technical recovery is underway, with clear criteria for declaring normal service resumed.
These checks do not guarantee a particular recovery time. They make the target more operationally meaningful and help reveal whether a plan measures restored technology or restored business capability.
