Cyber-insurance prices have eased for many buyers, but the evidence does not show a uniform plunge. U.S. market-wide premium volume fell in 2024, broker clients reported lower renewal prices in 2025, and a 2026 global outlook points to continued softness in many segments. Those measures describe different things: a fall in total premiums written is not the same as a discount on an individual company’s renewal.
What the latest figures show
Recent reports indicate a softer market, but their figures should not be combined into one universal rate trend. Some measure insurers’ total premium volume; others track renewals handled by a particular broker or estimate global price movement.
| Measure | Reported result | What it covers |
|---|---|---|
| U.S. direct written premium, 2024 | $9.14 billion, down 7.11% from 2023 | NAIC market-wide figure including alien surplus lines carriers. The NAIC’s 2025 report called it the first decline in U.S. direct written premium in its series. NAIC report |
| U.S. domiciled insurers’ direct written premium, 2024 | $7.08 billion, down 2.3% from 2023 | NAIC figure excluding alien surplus lines carriers; it is a different population from the $9.14 billion total. NAIC report |
| U.S. cyber-insurance rates, Q4 2024 | Down 5% on average | NAIC’s 2025 report cites Marsh data for this rate movement. NAIC report |
| Aon client premiums, Q1 2025 | Down 7% on average | Aon placement/client data, not a census of all U.S. policyholders. Aon associated the decrease with ample and new capacity and competition to retain incumbent renewals. Aon 2025 report |
| Global cyber-insurance pricing, Q4 2025 | Down approximately 7% | CRC Group’s global estimate. Its 2026 outlook expects a relatively soft market through 2026 absent a significant systemic loss event, while noting exceptions. CRC 2026 outlook |
| Aon client renewals, 2025 | Average reductions of 4%–7% | Aon’s 2026 report describes its own placements: more than 90 insurers participated, while roughly 80% of premium placed was aggregated to the top 20 insurers. These are broker-placement figures, not the entire U.S. market. Aon market report |
Why premium volume is not the same as a lower quote
Direct written premium is the total amount insurers write across a market during a period. It can change because of policy counts, coverage limits, business mix, or the insurers included—not only because the price of an otherwise identical policy changed. Renewal-rate data, by contrast, describes price movement for a particular group of renewing clients. That is why the NAIC’s 2024 premium decline and broker-reported renewal reductions answer related but distinct questions.

Why cyber-insurance has become more buyer-friendly
Market reports attribute softer pricing to expanded insurer and reinsurance capacity, new entrants, and competition for growth and existing accounts. Aon linked its clients’ Q1 2025 premium decreases to ample and new capacity and insurers competing to retain renewals. In March 2026, CFC described the same tension: additional capacity has put downward pressure on prices and broadened offerings, while rising claims have led some insurers to increase renewal rates. Why the trend is not universal
Claims and sector differences matter
The NAIC reported nearly 50,000 U.S. cyber claims in 2024, almost 40% more than a year earlier, alongside 4,368,614 policies in force, nearly flat year over year. More claims do not dictate an immediate price rise, but they remain a counterweight to capacity and competition. NAIC report
Nor are all industries seeing the same competition. Gallagher’s 2026 outlook says U.S. prices were generally flat through 2025 and expects that pattern to continue through at least the first half of 2026. It identifies healthcare as an exception, with less competition and single-digit price increases from at least one major carrier. Gallagher 2026 outlook

Systemic events could change the market
CRC identifies a major cloud outage, ransomware affecting critical infrastructure, a large supply-chain catastrophe, or widespread AI-enabled financial fraud as examples of events that could trigger a harder market. These are potential risks, not predictions that such events will occur. Aon also warns that insurer mergers and acquisitions could affect capacity and program structures over the longer term. How buyers can use a softer market
Lower competition-era quotes can create an opportunity to compare terms or reconsider coverage, but a lower premium alone does not establish that two policies are equivalent. Compare the policy wording and service as well as the price:
- Limits and sublimits: Check the maximum available for the overall policy and for specific losses or services.
- Covered costs: Compare incident response and business-interruption coverage, including the conditions that apply.
- Exclusions and requirements: Review what is excluded and which security or operational conditions must be met to qualify and renew.
- Retention or deductible: Check how much the organization must pay before insurance responds.
- Claims response: Ask how the insurer handles claims and what response services are included.
Aon says some buyers used favorable conditions to expand coverage, increase limits, or adjust retentions. Those are possible uses of market leverage, not guaranteed outcomes for every applicant. Stronger cybersecurity controls can improve an organization’s underwriting position, but they do not ensure a discount or a particular renewal price. Aon 2025 report
