Digital Asset co-founder and CEO Yuval Rooz argues that the crypto industry should use the current US regulatory climate to push institutional blockchain adoption as far as it can while the window is open. His reasoning is that a network or service used widely enough becomes hard for a later administration to reverse. That is a strategic argument about policy inertia, not a demonstrated guarantee that adoption can block a policy change. The claim comes from a report by Cointelegraph dated October 8, 2026, on remarks Rooz made at Token2049 in Singapore.
What Yuval Rooz said
According to Cointelegraph, Rooz urged the industry to treat the present US regulatory environment as an opportunity to accelerate institutional use of blockchain. The core of his position is that adoption itself creates protection. Once enough institutions, markets and users depend on a system, the cost of reversing course rises for lawmakers and regulators.
The sentence Cointelegraph attributes to him is: “By the time people got their act together and decided, OK, we wanna legislate against those companies, it was too late.” The report also quotes him saying “there is no going back” about what the industry should aim to reach by 2028. No recording or full transcript of the panel was available to check these quotations, so they should be attributed to Cointelegraph’s account of the event.
Why Rooz uses Uber and Airbnb as the model
Rooz compared blockchain adoption with ride-hailing and home-rental platforms. The analogy runs in four steps:
#1 Best Overall
- Effortlessly build your crypto portfolio via the all in one Ledger Wallet app: buy, sell, send, receive, swap, stake and more across popular blockchains. 15,000+ coins & tokens in a single dashboard. Keep a close eye on the market. Compare service providers. Track performance. Get timely alerts. Build your portfolio with confidence.

- Enjoy Bluetooth connectivity, iOS access, and hours of battery use with this mobile-first, secure backup signer. Freedom you can depend on.
- Genuine Check: confirm your signer is authentic during setup with the Ledger Wallet app.
- Protect your signer: keep it in mint condition at all times with a bespoke Pod or Case to avoid scratches and everyday wear and tear.
- A new service grows quickly and gets used by large numbers of people before regulators settle on a framework.
- Its users, partners and dependent businesses build routines around it.
- When policymakers later decide to restrict it, the restriction now affects millions of users and established firms, which makes it politically costly.
- By then, the policy question is no longer whether the service should exist, but how it should be managed.
The analogy is useful for explaining the argument, but it has a limit. Ride-hailing and home-rental platforms are consumer services, while the blockchain systems Rooz is describing sit inside financial markets that are governed by agencies with defined statutory mandates. Entrenchment in a consumer market and entrenchment in a regulated financial market do not work the same way, and the report does not address that difference.
The policy backdrop: September and October 2026
Cointelegraph places Rooz’s remarks against a September Senate procedural vote in which the CLARITY Act, a market-structure bill, failed to advance. According to the same report, the Securities and Exchange Commission and the Commodity Futures Trading Commission have continued their work under their existing authority. Both points are time-sensitive. They were reported in October 2026 and have not been checked against official Senate or agency records for this article, so readers should confirm the current legislative and agency status before relying on them.

Where the other panelists stood
The report also describes two other views from the same panel, which show why the industry is not unified on how to proceed.
Richard Teng, Binance co-CEO
Teng hoped the CLARITY Act would become law. His position, as reported, favors a statute rather than reliance on agency action.

Johnson said legislation would give the market greater certainty. She advised against depending on the bill passing, which suggests planning for the case where Congress does not act.

The reported positions point to three trade-offs that help explain the debate. These are framing axes drawn from the positions described in the report, not findings that the report establishes.

| Question | Legislation route (CLARITY-style bill) | Agency route (SEC and CFTC under existing authority) |
|---|---|---|
| Certainty of rules | Rules written into statute, which give the most settled framework if passed | Rules depend on current agency interpretation and can be revised as leadership changes |
| Durability against a future administration | Reversal generally requires Congress to act again | Reversal can come through the agency’s own rulemaking or enforcement priorities |
| Dependence on timing | Depends on Congress passing a bill, which the September procedural vote showed is not assured | Depends on the agencies acting within their current authority while the window lasts |
| Fit with Rooz’s argument | Would strengthen entrenchment if enacted | Lets adoption grow now, but the policy base can shift later |
Rooz’s argument sits mainly in the last column. Adoption built under agency action is still exposed to a later decision, which is why the report’s emphasis on entrenchment matters more than any single rule.

What the argument does not establish
- No adoption figure is given. The report contains no named statistic showing how much institutional use would be enough to make reversal difficult.
- Entrenchment is a claim, not a result. The report does not show a case where adoption prevented a US policy change.
- Congress and the courts remain available. Adoption does not remove legislative authority or judicial review.
- The analogy is contested. Consumer platforms and regulated financial infrastructure face different legal tests, so the Uber and Airbnb comparison supports the argument only in a general sense.
Dates and attributions to keep straight
- The Cointelegraph report is dated October 8, 2026, and places Rooz’s remarks at Token2049 in Singapore.
- Cointelegraph reports that Rooz described the next US presidential election as scheduled for November 7, 2028. That date and the references to the legislative vote have not been checked against official election or legislative sources, so keep them attributed to Rooz and Cointelegraph.
- The phrase “no going back” refers to what Rooz said the industry should aim for by 2028. It describes a goal, not a forecast of policy outcomes.
