You can create a UBL invoice without an ERP system. You need a way to produce the required XML, validate it against the recipient’s rules, and send it through a channel the recipient accepts. Those are separate tasks: an XML file is not automatically compliant, and creating one does not deliver it.
The exact requirements depend on your country, the buyer or authority, the invoice type, and the delivery route. Confirm those details with the recipient or relevant tax authority before preparing an invoice; there is no universal checklist or profile for every UBL invoice.
What a UBL invoice is—and is not
UBL is an XML standard for business documents. A UBL Invoice is structured data intended for processing by software, not a PDF invoice template. OASIS publishes the UBL 2.1 specification, schemas, and sample documents: UBL 2.1.
OpenPeppol’s May 2024 guide defines an e-invoice as an invoice in a structured digital data format designed for machine-to-machine processing without manual intervention. It also says an e-invoice is not a PDF, digital image, or spreadsheet document. A PDF can accompany an invoice where the recipient allows it, but a PDF or spreadsheet by itself is not a machine-readable UBL invoice. See OpenPeppol’s e-invoicing guide.

Confirm the recipient’s format and delivery requirements
Before creating the XML, ask the buyer or authority which UBL version and business profile it accepts, what identifiers and references it requires, and how it expects to receive the invoice. A UBL file may need to follow Peppol BIS Billing 3.0 or a national customization; “UBL invoice” does not identify one universal set of business rules.
For example, the cited Peppol BIS Billing 3.0 documentation for the 2025-Q4 release specifies UBL Invoice 2.1 and lists profile identifiers. That release is not a reason to assume the same identifiers apply to every recipient or remain current: use the version and profile the recipient currently requires. Gather the transaction information
Use this as a planning list, then verify the required business terms against the actual profile and your jurisdiction’s rules:
- Seller and buyer names, addresses, and required party identifiers
- Invoice number, issue date, and any due date required
- Line descriptions, quantities, unit prices, and applicable tax details
- Currency, calculated totals, and payment information
- Order numbers or other references required by the recipient
These are common categories of invoice data, not a universal legal checklist. Tax treatment and mandatory fields depend on the applicable rules and transaction.

Create the XML file
There are two broad approaches: use an application that generates UBL, or author the XML directly. In either case, confirm that the output matches the required UBL version and profile, and that you can export and retain the submitted XML.
Use a UBL-capable invoicing application
Choose a tool only after checking that it generates the required UBL version, supports the recipient’s Peppol or national profile, and provides the validation and delivery functions you need. Do not assume that an application’s “e-invoice” label means it produces the required UBL profile or sends through the recipient’s accepted channel.

Author XML manually
Manual XML authoring is technically possible, using the OASIS schema and sample invoice as references. It is error-prone: incorrect namespaces, element order, code values, or business terms can make a file fail validation or be rejected by the recipient. A spreadsheet may help organize transaction data, but it must be converted into conforming XML before it is a UBL invoice.

Validation happens in layers. A file can be well-formed XML yet fail the schema, a profile’s business rules, or a recipient’s requirements. OASIS describes schema and structure checks followed by checks involving default code-list values; Peppol documentation also covers syntax and EN 16931-oriented validation.

- Check XML well-formedness. Confirm that tags, attributes, and character encoding form valid XML.
- Check the correct UBL schema. Validate against the schema for the required UBL version, not just any XML schema.
- Run profile and business-rule checks. Apply the relevant code lists, Peppol or national profile rules, and EN 16931 checks where required.
- Apply recipient-specific requirements. Resolve any additional rules required by the buyer or authority.
- Keep the validation result. Record which validator and ruleset were used, and correct reported errors before sending.
For the cited Peppol self-billing rules page, rule UBL-CR-002 says a UBL invoice should omit UBLVersionID or set it to 2.1. That is a rule stated for that self-billing context, not a universal instruction for every invoice profile. Check the applicable profile before applying it: Peppol self-billing rule UBL-CR-002.
Send the invoice through an accepted channel
Creating a valid file does not transmit it. OpenPeppol distinguishes the structured invoice data from the sending and receiving mechanism. Depending on the recipient, delivery may require a Peppol route, portal upload, web service, or another explicitly supported method. Confirm the route with the recipient rather than assuming that an email attachment or a particular portal is acceptable.
Austria’s government service is one jurisdiction-specific example: it describes accepting UBL 2.1 invoices through Peppol, invoice upload, and web service delivery. Those options apply to that service and do not establish what another country, authority, or buyer supports. See Austria’s electronic invoicing information.
Keep the submitted file and response
Retain the exact XML sent, the validation result, and any delivery or acceptance response. A successful export or validation only confirms that work at that stage completed; the receiving system’s response helps establish whether the invoice was delivered or accepted.
