To create an album in Windows 11, open Photos Legacy, choose Albums > +New album, select the photos or videos you want, and choose Create. The newer Photos app uses folders rather than albums, so the album option appears in Photos Legacy.
Create an album in Photos Legacy

Open Photos. If the newer Photos app is open, select Settings, find the Photos Legacy section, then choose Open Photos Legacy. Microsoft says both apps can run on the same PC. Microsoft’s Photos Legacy guide explains how to open it.

In Photos Legacy, select Albums.

Select +New album.

Check the photos and videos you want to include.

Select Create. You can edit the album title after it is created.

If the photos you want are missing
Photos Legacy shows the Pictures folder by default. To make media in another folder available, select Folders at the top of the app, choose Add a folder, and select the folder containing the photos or videos. Then return to Albums and create the album.
Why Albums may not appear
Microsoft’s newer Photos app organizes images in folders instead of albums. Albums and the album maker are features of Photos Legacy, as described in Microsoft’s overview of changes in the new Photos app and its Photos app help page.

If you want to use the newer app, its folder workflow is different: Microsoft’s instructions describe creating a folder from an already-added folder, then dragging media into it. See Microsoft’s guide to managing photos and videos.
Use legacy albums in the newer Photos app
If you already have albums in Photos Legacy, Microsoft says you can copy them and add them to the newer app’s Folders section. That lets you use the newer app’s folder-based organization, but it does not make the newer app’s folder feature an album maker.
