Public-health strategies used to curb cigarette demand could offer a model for reducing the consumer appeal of firearms, Daniel Romer argues in a 2026 paper. The proposal is to complement prevention aimed at people considered at risk with broader efforts focused on firearm promotion, entertainment portrayals, and public understanding of ownership risks. It is a case for studying these approaches—not evidence that they will reduce firearm violence.
What Romer’s paper proposes
Romer’s paper, “Universal Strategies to End Appeal of Firearms in America,” appeared online September 23, 2026, in the American Journal of Preventive Medicine as article 108587. Its central argument is that firearm-violence prevention should also consider universal, demand-focused strategies: approaches intended to influence the broader public rather than only people identified as being at risk of unjustified firearm use. Read the paper or consult its PubMed record.
The cigarette-control campaign is the analogy. As summarized by the Annenberg Public Policy Center (APPC), that effort included public education as well as reduced promotion and product placement in entertainment. Romer suggests considering whether comparable demand-side approaches could address the appeal of firearms, particularly handguns. The paper presents a complementary prevention frame, not a replacement for other approaches or a report of a tested firearm intervention.

APPC’s summary describes several possible targets for consideration and study. These are proposals, not interventions shown to work against firearm violence.
#1 Best Overall
- [Safety First] Provide peace of mind for your family preventing accidents and unauthorized firearm use
- [Cable Lock for Guns] Fits most pistols, handguns, rifles, shotguns, modern sporting rifles, BB-guns, as well as paintball, pellet, and airsoft guns
- [Suicide Prevention] Gun locks are a deterrent for those considering self-harm
- [How-To Content] EN/ES/FR instruction sheet
- Promotion and entertainment portrayals: Examine firearm promotion and depictions in movies and television, including paid product placement.
- Beliefs about protection: Use public education to address perceived benefits of firearm ownership alongside its risks. APPC says personal protection is the most commonly cited reason for ownership and notes the role of handgun self-defense in New York State Rifle & Pistol Association v. Bruen; those points are part of its summary of the paper’s framing.
- Unsecured firearms at home: Communicate risks associated with leaving firearms unsecured. This is a risk-education angle, not a product recommendation.
The underlying logic is that demand and appeal may be shaped by more than an individual’s immediate circumstances. If public messages and entertainment help make firearms seem like straightforward tools of protection, broad public education could challenge that impression. Whether such communication changes firearm demand or violence remains unestablished.
What is reported about guns in movies and television
APPC says earlier research by its Annenberg Health and Risk Communication Institute found an association between rising firearm portrayals in popular movies and television crime dramas and firearm homicides, particularly among people ages 15–24. It also reports that firearm portrayals in popular movies from 2000 to 2021 tracked increases in handgun purchases. These are reported associations, not estimates of an effect caused by viewing those portrayals.

Romer told APPC: “Those shows make it seem that it is easy to hit their targets with effects that appear bloodless.” He added: “A young person viewing these portrayals could easily get the impression that handguns are a simple and effective way to protect oneself.” These comments explain the concern behind studying media portrayals; they do not establish that exposure produces those beliefs or leads to violence.

The abstract and APPC summary do not establish a causal effect of firearm portrayals on firearm purchases, beliefs, or violence. APPC explicitly says more research is needed to determine the causal impact of exposure in movies, as researchers have done for cigarette portrayals. The available summary and abstract do not provide methods or effect sizes for the underlying studies, so they cannot support a more precise estimate here.

- All Keyed Alike- Convenient for carry only one key
- Manufacture Quality Guaranteed, CA DOJ Approved
- Multiple Use- Also could be used for gun safe, luggages, Doors, Bikes, Warehouse and etc
- High-strength quenched steel ball and sleeve can effectively prevent sawing. The locking beam torque can reach 3600 N or more.
- Multiple Use- Also could be used for gun safe, luggages, Doors, Bikes, Warehouse and etc
That distinction matters: a trend in portrayals occurring alongside a trend in purchases or homicides can motivate further investigation, but by itself it cannot show that one trend caused the other. Romer’s argument is that the cigarette-control experience provides a useful model for developing and testing universal strategies—not proof that those strategies will have the same effects for firearms.
How the prevention frames differ
| Dimension | Approaches aimed at people considered at risk | Universal demand-focused strategies |
|---|---|---|
| Target | People considered at risk of unjustified firearm use | The broader population and consumer appeal |
| Proposed mechanism | Deterrence or selective intervention | Reduced appeal and demand through education and attention to promotion and portrayals |
| Potential setting | Programs directed at individuals | Media, promotion, and public education |
| Evidence status in the paper’s framing | The abstract contrasts this existing prevention focus with a complementary proposal; it does not evaluate particular programs here | Proposed for consideration and further study; firearm-specific effectiveness is not established |
The comparison describes the paper’s framing rather than a head-to-head evaluation of prevention programs. Romer’s case is for broadening the questions researchers and policymakers consider, while testing whether any firearm-specific approach changes outcomes.

What readers can take from the argument
The paper makes a policy and research argument: public-health campaigns can address consumer demand, so firearm prevention should investigate whether public education and attention to promotion and entertainment portrayals can reduce firearm appeal. The reported links between portrayals, purchases, and homicide provide a reason to ask the question, not an answer to it. Any claim that cigarette-control tactics will reduce firearm violence would go beyond what the paper and APPC summary establish.
