Cottesloe has secured $15 million to begin its foreshore redevelopment, but that is funding for Stage One—not a confirmed state contribution to the full project. Mayor Melissa Harkins put the overall estimate at just over $30 million in May 2026 and said the Town ideally wanted another $15 million from the WA Government. A newer October headline says the price tag has grown, but the amount and the basis for that increase are not established by the available reporting.
How much funding has Cottesloe secured?
The announced $15 million for Stage One comprises a $10 million Australian Government grant through the Urban Precincts and Partnerships Program and a $5 million contribution from the Town of Cottesloe. ABC News reported the combined funding on May 24, 2026; the Town and federal government also published the funding split.
The Town says Stage One represents 50 per cent of the overall project. That does not mean the remaining half is funded: the Town says it is continuing discussions with the State Government in pursuit of outcomes that could deliver the rest.

| $10 million | Australian Government grant for Stage One, announced in 2026. |
| $5 million | Town of Cottesloe contribution to Stage One, announced in 2026. |
| $15 million | Combined announced Stage One funding from the Commonwealth and the Town. |
| Just over $30 million | Mayor Melissa Harkins’ May 2026 estimate for the whole project, as reported by ABC News; it is an estimate, not a newly confirmed total. |
| A further $15 million | The amount Harkins said the Town would ideally seek from the WA Government; it was a request, not an award. |
The federal government’s announcement also relayed a Town estimate of 37 ongoing jobs and 32 construction jobs associated with the project. Those are projected figures, not verified job outcomes.

What does Stage One include?
The funded first stage is intended to turn carpark 1 into public open space. The Town’s plan includes terraced seating, an event plaza and landscaped areas, alongside changes intended to improve movement, access and safety around the foreshore.
- Wider footpaths along Marine Parade and traffic calming.
- Improved universal access to the beach.
- Walking and cycling improvements.
- Tree planting and landscaped public space.
Harkins has described Napier Street parking and extending pedestrian-friendly work beyond the first stage as later project elements. The Town’s project page says discussions with the State Government continue over ways to deliver the remainder.

Has the project’s price tag grown?
The October 3, 2026 headline frames the story as a cost rise, but the exact article text could not be verified. Its available search excerpt does not establish a new total, the size of any increase, or whether the compared estimates cover the same work. The headline alone is not enough to quote a revised project cost as confirmed.

A speaker in WA parliamentary Hansard described a $32 million project cost in October 2024. In May 2026, Harkins told ABC News the whole project was estimated at just over $30 million. The scopes and estimation bases behind those statements are not established as equivalent, so the figures do not by themselves demonstrate either a rise or a fall.

PerthNow separately reported that Cottesloe approved an $8 million capital works program as part of its 2026–27 budget, with Harkins identifying the Town’s contribution to starting the foreshore redevelopment as its main aspect. That is a budget-wide figure, not the total cost of the foreshore project.
Why is Harkins seeking State Government support?
The Town has committed funding toward Stage One, while the project plan extends beyond that funded stage. Harkins said in May 2026 that the Town ideally wanted another $15 million from the state. That statement describes the Town’s funding request, not a commitment from the WA Government.
In ABC News’ May 24 report, WA Deputy Premier Rita Saffioti said: “It’s a matter of us delivering on our commitments. We didn’t make a commitment to the foreshore.” This was the Deputy Premier’s response in that May report; it should not be read as a new October statement.

The October headline’s search excerpt points to a planned July 2027 start for Stage One. Because the full article and a verified Town construction schedule were not available, that date remains a reported plan rather than a confirmed construction start. The available official Town material establishes the stage’s scope and funding, but does not verify a July 2027 commencement.
