Gold Star costs $65 a year; Executive costs $130 total before applicable sales tax. The upgrade adds a 2% reward on eligible purchases, capped at $1,250, and select service benefits. At the 2% rate, you would need $3,250 in eligible annual spending for the reward to equal the $65 upgrade cost. That is a calculation—not a Costco-published spending threshold—and excluded purchases do not count.

When Gold Star is the better fit
Choose Gold Star if your eligible spending is likely to stay below roughly $3,250 a year and you do not expect to save at least the remaining difference through Executive-only service benefits. This is also the simpler choice if you want warehouse and online access without relying on a conditional reward to offset a higher fee.
When Executive can pay off
Executive may be worthwhile if your qualifying annual purchases are likely to exceed $3,250, or if discounts on select Costco Services you actually use are worth enough to justify the extra $65. Costco does not guarantee the reward will equal or exceed the upgrade fee.

The break-even is a straightforward calculation: $65 divided by 2% equals $3,250. It assumes every dollar counted qualifies, and it does not assign a value to Executive’s other benefits. It is not a guarantee that you will receive $65 back.
Estimate eligible spending—not just Costco spending
Executive rewards are narrower than a blanket 2% back on everything bought at Costco. Costco’s terms limit which purchases and purchasers count. Only purchases made by the primary member and the active primary household cardholder are eligible; purchases made before upgrading do not qualify. Refunds on eligible purchases reduce the reward.

Costco lists exclusions including membership fees, gasoline, food court purchases, Costco Shop Cards, postage stamps, certain fees and taxes, Costco Services, some third-party transactions, and certain alcohol and prescription purchases in specified states. Pharmacy and over-the-counter purchases generally count only to the extent they are not covered by insurance, subject to Costco’s terms. Because exclusions can be detailed and may change, check the current Executive rewards terms before making a household estimate.
A practical estimate is to total likely qualifying purchases by the eligible cardholders, then subtract excluded categories, refunds and any spending from before the upgrade. Do not use total household card spending as a substitute for eligible spending.

Reward cap and timing
The reward is capped at $1,250 per 12-month period. At a flat 2%, that cap is mathematically equivalent to $62,500 in eligible spending, but the cap is unlikely to affect most tier comparisons. Costco says the reward is issued approximately two months before renewal, not immediately after purchases. See Costco’s Executive 2% Reward FAQs for timing and terms.
What happens if you downgrade?
Costco’s FAQ says an upgrade-fee refund requires cancellation or downgrade. Under the FAQ’s stated conditions, accrued or issued reward amounts are subtracted from the refund. Review the current Costco FAQ for the applicable refund conditions before changing membership tiers.

Make the choice with your own numbers
- Start with the fee difference: Executive costs $65 more per year than Gold Star, before applicable tax.
- Estimate only qualifying purchases: Count eligible spending by the primary member and active primary household cardholder; exclude categories Costco does not reward and purchases made before upgrading.
- Compare the estimate with $3,250: At 2%, that is the eligible annual spend that would generate $65 before exclusions or refunds.
- Add only benefits you expect to use: Include savings from select Costco Services only if they are relevant to your household.
- Account for reward timing and uncertainty: The reward arrives near renewal, and Costco does not promise it will cover the upgrade fee.
