Former Coral Gables commissioner Kirk Menendez alleged in September 2025 that he heard someone might offer him $100,000 to support moving city elections from April to November. He said he canceled a coffee meeting after learning of the possible offer. The available reporting documents the allegation and its referral to state authorities; it does not establish that an offer was made or identify a confirmed offeror.

What Menendez alleged

During a September 10, 2025, Coral Gables commission meeting, Menendez said that in 2023, while he was a commissioner, he heard a person might offer him $100,000 in exchange for supporting a change to the city’s election schedule. The proposal under discussion would have moved elections from April in odd-numbered years to November in even-numbered years.

Menendez said he canceled a coffee meeting after hearing about the possible offer. He did not identify the person who invited him, telling the Miami Herald that “the meeting never happened.” The account therefore describes what Menendez said he had heard and done—not a confirmed offer, payment, or completed meeting. The Miami Herald’s September 19, 2025, account and Florida Politics’ contemporaneous report do not establish the proposed offer’s source or corroborate that it was made.

How the allegation reached state authorities

Mayor Vince Lago called for the matter to be referred for review and criticized Menendez for not contacting authorities at the time. The Miami Herald reported that Coral Gables Police Chief Edward Hudak, with City Manager Peter Iglesias’s approval, sent a transcript of the commission meeting to the Miami-Dade State Attorney’s Office “for their investigation and assessment.” Lago also asked the city to notify the Florida Commission on Ethics. The referral was an official step in response to the allegation, not a finding about whether it was true.

At the time of the Herald report, State Attorney’s Office spokesperson Ed Griffith said prosecutors would be interested in speaking with Menendez as they began gathering information. Griffith also said “all allegations of an attempt to bribe an elected official must be taken seriously.” Those statements describe the office’s initial response; they do not confirm that a bribery attempt occurred.

Why the allegation surfaced during a board appointment fight

Menendez made the claim while the commission was debating whether to appoint him to the Coral Gables Planning and Zoning Board. The commission rejected the appointment 3–2. Mayor Lago, Vice Mayor Rhonda Anderson, and Commissioner Richard Lara cited multiple concerns, including scrutiny of the Coral Gables War Memorial Youth Center Association, whose president Menendez was.

The board appointment and the alleged offer are separate matters. The vote neither proves nor disproves the bribery claim. The Herald’s coverage of the appointment debate describes the vote and concerns raised about the association; those concerns should not be treated as evidence that an offer was or was not made.

What is—and is not—established

  • Established in contemporaneous reporting: Menendez made the allegation publicly, said he canceled a coffee meeting, and described a possible $100,000 offer tied to the election-timing proposal.
  • Established as an official step: City officials referred the meeting transcript to the State Attorney’s Office and sought to notify the Florida Commission on Ethics.
  • Not established by the cited reports: that anyone actually offered Menendez money, who the possible offeror was, or whether a completed investigation produced a prosecutorial or ethics determination.

A referral means authorities were asked to assess information. It is not the same as a finding, a criminal charge, or an adjudication. The reports cited here do not verify a final outcome of either review. The city’s separate 2024 audit controversy concerned spending-card transactions and should not be conflated with Menendez’s allegation; the Herald reported that a partial review had identified no misuse of city funds in the period it covered, while noting that the review was incomplete at that point. The audit report addresses that distinct issue.
