A converged packet network is a shared packet-based infrastructure that carries multiple services or traffic types that might otherwise use separate networks. In telecommunications, that commonly means voice, video, and data on a common network. The term can also refer to coordination between packet-routing and optical-transport layers, so context matters.

What does “converged packet network” mean?

At its broadest, convergence means multiple services share packet-based network infrastructure rather than each relying on a separate network. It describes an architectural approach, not a particular device, topology, or protocol.

ETSI’s 2006 report used the phrase for the network aspect of a project, describing an open, layered architecture with quality of service (QoS), security, mobility, and a flexible service platform. That is a historical, project-specific description—not a current guarantee that every network called converged provides those features. ETSI TR 181 003 V1.1.1

What kinds of convergence can the term describe?

Multiple services over shared packet infrastructure

In common telecom usage, voice, video, and data use a common packet network. A shared transport can support several services, while the network still needs to handle each service’s requirements appropriately.

Packet and optical layers working together

In packet-optical networking, routers forward IP or MPLS packets while an underlying optical network transports them. The packet and optical layers may remain separately managed or be coordinated through multilayer control. An IETF draft discusses both traditional layered deployments and coherent-pluggable deployments; it presents capacity, latency, cost, power, and footprint improvements as possible outcomes, not guaranteed benefits. Does convergence mean legacy networks disappear?

No. A converged design can integrate legacy connections during migration rather than replace every existing system at once. Which legacy circuit or packet technologies remain supportable depends on the architecture and the services being carried. EE Times’ carrier-network explanation frames convergence as a common packet network that retains the ability to integrate legacy connections.

Does a converged network guarantee QoS or reliability?

No. The label alone does not establish low latency, reliability, security, or any specific QoS level. Those depend on the network’s design, provisioning, operation, and service requirements. For deterministic traffic, IETF RFC 8655 explains that QoS requirements can be met when nodes in a Deterministic Networking (DetNet) domain implement the required capabilities. Bounded delivery latency, for example, involves reserving bandwidth and buffer resources along a flow’s path. IETF RFC 8655

What should you compare when evaluating a converged architecture?

  • Service and legacy coverage: Which services and existing circuit or packet technologies can the network support, including during migration?
  • QoS and resilience: How does it prioritize traffic, handle latency-sensitive flows, reserve resources, and protect services?
  • Layering and operations: Are packet and optical layers managed independently or coordinated? Coordination may simplify some workflows, but it also creates dependencies across layers.
  • Infrastructure trade-offs: For packet-optical designs, assess capacity, latency, cost, power, and footprint against the specific implementation. These outcomes are not inherent in the word “converged.”
