If a controller is missing from joy.cpl, first check whether Windows detects it at all. A missing entry can result from a connection, cable, port, or controller-mode issue—or from a problem limited to a particular game. Work through these checks in order; the right fix depends on your controller model and how it connects.
What a missing joy.cpl entry tells you
joy.cpl opens Windows’ Game Controllers panel. If your controller is absent there, that alone does not identify the cause. A Microsoft Q&A thread describes USB controllers that appeared elsewhere in Windows or in their own software but not in the Game Controllers list; it is an individual report, not evidence that all such cases share one cause. Start by distinguishing two situations: Windows does not appear to detect the controller, or Windows detects it but a game does not use it. The checks below help narrow down which one applies.

1. Check the connection mode and basic state
Identify whether the controller is connected by USB, Bluetooth, or a dedicated wireless receiver. Do not assume a controller supports Bluetooth: check its model’s instructions for the modes it offers.

For Bluetooth, confirm that the PC supports Bluetooth and that it is turned on. Make sure the controller is charged or has fresh batteries, is within range, and is in pairing or discoverable mode if required. If it still does not appear, check Windows’ device-discovery setting. Microsoft also notes that an unshielded USB 3.0 device close to Bluetooth hardware can cause interference.

2. Test a compatible USB data connection
If the controller supports wired USB, connect it with a compatible cable that transfers data. A charging-only cable may power the controller without providing a usable data connection. Try another USB port as well: connection behavior can differ by port. Steam’s USB guidance describes port-dependent issues for its own hardware, which is a reason to test ports—not proof that every controller has the same fault. 3. Restart and apply supported updates
Restart the PC and the controller, then check for available Windows and Steam updates if you use Steam. Update controller firmware only through a method the manufacturer supports for your exact model. Steam’s controller guidance recommends restart and update checks, but available firmware tools and steps depend on the device. Steam controller information.
4. Check whether Windows detects the controller
Open Device Manager and look for the controller or a device entry with an error indicator. The name and category can vary, so use the controller maker’s current instructions if you are unsure which entry corresponds to it. If Windows shows an error, follow the manufacturer’s driver guidance for that model.

There is no single driver repair sequence established for every controller. Avoid applying a generic registry edit, service change, or driver-uninstall procedure based only on the missing joy.cpl entry.
5. If Windows sees it, check the game’s controller settings
If Windows detects the controller but one game does not, inspect that game’s input settings and preferred-controller selection. Some games can use a different preferred controller even when the device is set up in Windows; Microsoft’s older guide describes this general distinction, though its interface directions are historical. For a Steam game, Steam’s controller configuration may also affect what the game accepts. A suggestion in the Q&A thread to enable Xbox device support is an individual community response, not a universal or verified current fix. Check the settings relevant to your controller and game rather than changing unrelated options.
6. Verify model-specific modes and receiver requirements
Some controllers require a dedicated receiver or behave differently in wired and wireless modes. Check the manufacturer’s setup instructions for the exact model, including whether a receiver must be connected, a mode selected, or a pairing procedure completed.
One example is Steam’s controller information, which lists puck, Bluetooth, and USB-C wired modes for its product. Those options are specific to that device and should not be assumed for other controllers. Steam controller information.
Choose the next check by connection type

When to seek model-specific help
If these checks do not resolve the problem, provide the controller model, Windows version, connection type, and any Device Manager error to the controller manufacturer’s support channel. Those details are needed to identify the applicable driver, firmware tool, pairing procedure, or compatibility limitation.
