The Mystery Caller in Control Resonant is Fred, also called Fra. He is inside the upper-level Cafeteria in the Field Office at Central. From the courtyard, enter the orange container marked GENERAL STORAGE, exit it, and climb the exterior metal stairs to the entrance marked CAFETERIA. Speak to Fred to advance A New Directive.
How to reach the upper-level Cafeteria
- Check the objective. Open the map and review A New Directive in the Quest Log. The objective reads “Locate the Mystery Caller / In Quest Area,” and the location clue points to the Cafeteria.
- Find General Storage. Cross the outdoor courtyard toward the orange modular building. Look for the GENERAL STORAGE sign above the double doors of container unit 01.
- Pass through the container. Enter General Storage and go through the room to its exit. The room has optional pickups—90 Source and one Aberrant Splinter—but neither is required to reach the caller.
- Climb to the Cafeteria. Outside General Storage, use the exterior metal staircase to reach the upper container entrance marked CAFETERIA. The Cafeteria is in the eastern part of the Field Office area, but its sign is the clearest confirmation if the map is difficult to read. - Identify and speak to Fred. Inside, look behind the counter for a person wearing a blue hazmat suit or jumpsuit. The subtitle identifies him as FRED. Interact with him and complete the conversation.
What happens after you find Fred
Speaking with Fred advances the quest to Question FBC Agents at the Field Office about Fred. Finding him is the end of the caller-search portion, not the end of A New Directive.
Quest context
A New Directive begins as you progress through the Unknown Zone. PowerPyx lists progress in Sever the Hedron Links and Pope’s Research as requirements. The walkthrough describes an automatic call in the Unknown Zone and another when you reach the opposite island; after the second call, the objective sends you to find the caller at the Field Office in Central.

Later parts of the quest involve questioning agents, visiting the real Director’s Office for a reference, furnishing a containment unit, preparing a portrait for Fra, and eventually contacting him through Zoe’s radio before sealing him in the unit. The listed reward is the Untapped Whetstone artifact. Those steps come after the Cafeteria conversation; PowerPyx’s full quest walkthrough covers the broader sequence.
