If Plan of Attack has no clear objective markers, complete the linked tasks in its Quest Log: defeat the Resonants in West Incursion Zone and Central Zone, finish Power Lines, and finish Into the Sinkhole. There is no separate mission turn-in; once the log marks the quest complete, continue to Enemy of My Enemy.
Why Plan of Attack has no obvious markers
Plan of Attack begins automatically after Arish’s Briefing, at Central Zone’s Field Office. It is part of the Contain the Crisis story questline: Hiss tremors are weakening the Pattern Barrier behind the Evac Site, and Arish wants Dylan to help get the CFD working. The mission’s listed goals are completed by progressing through other quests and encounters, rather than by following a conventional set of markers. Check the Quest Log for the mission’s objectives and linked tasks.
Complete the Resonant encounters
Defeat the Resonants in both the West Incursion Zone and Central Zone to satisfy the “Defeat More Resonant Entities” objective. Access to the West Incursion Zone Resonant depends on progressing Jesse Sightings: The Incursion Fault, so complete that quest if the encounter route is unavailable.
Finish Power Lines to reroute subway power
The “Reroute Power through the Subway” objective is completed by finishing Power Lines. A third-party walkthrough describes four station reroutes: Perimeter, East Park, Factory, and Vanished. At each station, place three calibration units on the yellow marker squares, then activate the tuning device or console.

Perimeter, East Park, and Factory
The three surface-station reroutes can be completed in any order. The route guide describes moving power cores between sockets to open access, using the East Park tuning device to reach a locked room, and climbing onto a train car to find a Factory calibration unit. These are route details reported by AllThingsHow, not independently verified instructions.
Vanished Station and the final conversation
Vanished Station follows the shift at the Factory console. Complete the reroutes on both Vanished platforms, then speak with Dr. Florez to finish Power Lines. If the subway objective remains open, check whether a station reroute or this conversation is unfinished.
Complete Into the Sinkhole and install all three relays
The “Install Probe Relays in the Sinkhole” objective is completed through Into the Sinkhole. The walkthrough route begins at the FBC diving bell in the Evacuation Zone. Take it down, clear the Hiss encounter in the distorted mid-air room, and continue to the bedrock chamber. Install all three probe relays; the objective then changes to escaping the Sinkhole. This sequence is based on third-party guide reporting.

There is no separate Plan of Attack turn-in. After completing the required encounters and sub-missions, check the Quest Log: the “Notes: Plan of Attack” entry should show complete. The mission’s completion unlocks Enemy of My Enemy. If the entry is still active, recheck the two Resonant encounters, the four station reroutes and Dr. Florez conversation, and the three relays followed by the Sinkhole escape.

What the Resonant encounters mean
Remedy’s official PlayStation 5 gameplay overview describes Resonants as major boss encounters tied to story progression; defeating them awards unique abilities, and some encounters include branching choices. Remedy Senior Communications Manager Miika Huttunen also says that “Melee hits restore your Combat Ability resource.” These are general descriptions of the game, not additional instructions for Plan of Attack.
