Congress members on Parliament’s Standing Committee on Home Affairs have asked committee chair Radha Mohan Das Agarwal to examine Central Armed Police Forces (CAPF) conduct in West Bengal and police action against opposition workers and supporters after the 2026 Assembly election results. The request is for scrutiny, not a committee finding: the cited arrests, custodial deaths and force-use allegations have not been independently established in the available reporting.
What Congress asked the committee to examine
In a September 29 letter, Congress members asked the Standing Committee on Home Affairs to consider the West Bengal issue alongside a request already made by Trinamool Congress MP Derek O’Brien. As reported by Hindustan Times, the Congress request covered police-force standard operating procedures, alleged pellet-gun use at a July protest at Delhi’s Jantar Mantar, and the CAPF (General Administration) Act, 2026.
The Congress letter framed the requests as connected questions about force and oversight: “His demand sits inside the same question as ours, which is how the police forces under the ministry of home affairs use force against citizens, and under whose orders,” it said. The wording is from the letter as quoted by the newspaper.

How the request relates to O’Brien’s earlier appeal
O’Brien had raised CAPF’s role in West Bengal before the Congress letter. A September 24 Hindustan Times report said the committee chair had indicated the matter could be taken up, possibly as a broader discussion of CAPF roles, but the timing was unclear. Congress’s later request sought to bring the subjects together; the available reports do not establish that a discussion was formally scheduled or held.

What the reported deployment figures mean
The numbers in circulation come from O’Brien’s letter, as reported by Hindustan Times, rather than from independently confirmed official counts in the available sources.
| Figure | What the letter reportedly said | Attribution and qualification |
|---|---|---|
| More than 240,000 CAPF personnel | Deployed during the 2026 West Bengal Assembly polls | Claim attributed to O’Brien’s letter and reported by Hindustan Times; not independently confirmed in the available sources. |
| More than 700 companies, described as around 70,000 personnel | Remained in West Bengal after the results | Claim attributed to O’Brien’s letter and reported by Hindustan Times; not independently confirmed in the available sources. |
What is alleged—and what has not been established
The Congress letter, as reported by Hindustan Times, alleged that more than 70 TMC leaders were taken into custody and referred to custodial deaths. The reports also describe allegations concerning force use, including pellet-gun use at the Delhi protest. These are claims made in the letters or attributed to the reporting; the available material does not independently verify the arrests, deaths, or injuries, or establish wrongdoing.

The Congress members also argued that the CAPF (General Administration) Act, 2026 warranted review, saying: “Because the bill was never referred to this committee, no committee of Parliament has examined the Act either. The Act now decides who may command every CAPF, in sections that no committee of Parliament has read, and that is the strongest reason to examine them now.” This is the letter’s account of the Act and its committee history, not an independently verified legal conclusion in the available reporting.

On May 6, the Election Commission directed West Bengal officials and CAPF to prevent post-poll violence, protect citizens—including political workers—and respond to incidents, according to government broadcaster News On AIR. The direction states the security mandate; it does not determine whether the later allegations are true.

In a separate matter, the Calcutta High Court dismissed a TMC challenge to CRPF deployment at sensitive polling booths. The court found that the Election Commission had followed the 2023 force-deployment manual in that case, as reported by Hindustan Times. That ruling concerned deployment at polling booths, not alleged conduct after results or police action against opposition workers.

The established development is that Congress asked the Home Affairs standing committee to consider these issues alongside O’Brien’s earlier request. The reporting available by October 3, 2026, does not show that the committee formally scheduled or completed the requested discussion. The allegations remain allegations unless and until supported by further evidence or findings.
