When a Commonwealth realm removes the monarch as head of state, it replaces the country’s existing head-of-state arrangements with ones set out in its own law—often by creating a president’s office and revising constitutional references to the monarch or Crown. The change does not, by itself, require the country to leave the Commonwealth or abandon parliamentary government. The exact powers of the new head of state and the legal route to the change depend on that country’s constitution and transition legislation.

What is a Commonwealth realm?

A Commonwealth realm is an independent country that retains the British monarch as its head of state. It is a constitutional status, not a synonym for Commonwealth membership. The Coronation Roll’s realm list identifies 14 Commonwealth realms, apart from the United Kingdom itself; the count may change over time.

A Commonwealth republic has a different constitutional arrangement: its head of state is not the monarch. Republics can nevertheless remain members of the Commonwealth.

What changes when a realm becomes a republic?

The central change is the legal office of head of state. A country’s transition rules establish who fills that role and how the office works. Many republics have a president, but the title alone does not tell you whether that president is ceremonial, executive, elected, or appointed.

The country must also address constitutional provisions connected to the monarchy or Crown. Depending on its own laws, that could affect references, appointments, oaths, succession rules, or other institutional arrangements. The changes are not identical from country to country: the enacted amendment and the current constitution determine what was actually replaced or retained.

Does becoming a republic mean leaving the Commonwealth?

No. Republican constitutional status and Commonwealth membership are separate questions. India’s India (Consequential Provision) Act 1949 expressly addressed India becoming a republic while remaining in the Commonwealth. Barbados also remained a Commonwealth member after its transition to a republic, as the House of Commons Library’s account records.

What Barbados changed—and what it kept

Barbados became a parliamentary republic on 30 November 2021, with President Sandra Mason as head of state. The Parliament of Barbados describes the country as a parliamentary republic and identifies the president as head of state. Its parliamentary system continued: the president’s role did not turn the country into a presidential system or make the president head of government.

The same Parliament page describes a bicameral legislature consisting of a 30-member elected House of Assembly and a 21-member appointed Senate. Those numbers describe Barbados’s institutions, not a standard structure for republics.

Barbados’s transition was made through a constitutional amendment passed by Parliament. That route is specific to Barbados; it is not a general procedure that other realms can simply adopt.

Why the legal route varies by country

Each country’s constitution sets its own rules for constitutional change. Australia’s Constitution, for example, provides a process under section 128: a proposed alteration must pass each House of Parliament by an absolute majority and then be submitted to voters in each State. This differs from Barbados’s parliamentary amendment process.

There is no single Commonwealth-level vote or UK permission requirement established by these examples. To understand a particular country’s proposal, check its constitutional amendment rules and the legislation that implements the change. Compare both the legal route and the planned powers of the new head of state; a referendum or parliamentary vote alone does not reveal how the office will function.

How to compare a proposed transition

  • Head-of-state design: Find out whether the president or other replacement is elected or appointed, what powers the office holds, and how it relates to the prime minister and legislature.
  • Legal route: Check whether the constitution requires a referendum, a parliamentary supermajority, approval by subnational governments, or another process.
  • Scope of amendments: Read which Crown- or monarch-related provisions are replaced and which constitutional roles or arrangements remain.
  • Continuity: Separately confirm whether Commonwealth membership and the parliamentary system are retained; neither outcome follows automatically from becoming a republic.
