Collaborative citizen journalism is news gathering and reporting in which members of the public work with one another, professional journalists, news organizations, civic groups, or specialists. The defining feature is not simply that a citizen submits a tip or photo: contributors share some part of the reporting, expertise, editorial work, or common goal.
What does collaborative citizen journalism mean?
Citizen journalism describes citizens taking an active role in collecting, reporting, analyzing, or distributing news and information. It becomes collaborative when that work is done with other contributors. The phrase has no single fixed institutional definition, so it is clearest to identify who is involved and what they do together.
A reader who sends a newsroom an eyewitness photograph is participating in newsgathering. That contribution alone does not necessarily amount to an ongoing collaborative journalism project. The term fits more fully when people share reporting, specialist knowledge, editorial processes, or a sustained reporting goal.

The Reuters Institute uses “collaborative journalism” broadly for structured work in which journalists from different organizations and other participants, including community members, report, produce, or distribute news together. In this sense, “citizen” describes one possible role among several; it does not imply that every participant is an amateur or that journalists have surrendered editorial responsibility. The Reuters Institute’s overview of collaborative local journalism discusses distinct arrangements rather than one universal model.

What does collaboration look like in practice?
Projects can share different parts of the work. Residents may contribute local knowledge, leads, or eyewitness material; journalists may coordinate reporting and editing; specialists may contribute data or technical expertise. The arrangement depends on the project, including who makes publication decisions.
- Shared resources: participants pool limited time, access, contacts, or reporting capacity.
- Complementary expertise: contributors bring different local knowledge, skills, or subject experience.
- Common method and goal: participants agree on what they are investigating and how the work will be coordinated.
- Reciprocal benefit: the arrangement provides value to its participants, although the benefits and their distribution can differ.
Those features appeared in the Reuters Institute’s qualitative study of three European local-news collaborations. Its cases show how the model can vary:

| Case | Arrangement described |
|---|---|
| Bureau Local, UK | A standing network of journalists and non-journalists working on topic-driven projects. |
| “L’Italia Delle Slot,” Italy | A one-off extended investigation involving established and start-up news organizations. |
| Lännen Media, Finland | Regional publishers sharing material through a collaborative newsroom. |
These are examples, not a universal classification. To understand a particular project, ask who participates, whether the work is one-off or ongoing, what is shared, who is responsible for verification and publication, and which community or public interest it serves. The 2019 study drew on 31 interviews conducted from December 2018 to February 2019, alongside analysis of reporting output and organizational materials; its cases were limited to the UK, Italy, and Finland. The study overview describes its scope.
How is citizen-contributed material verified?
A contribution is a lead or piece of evidence to assess, not a verified fact simply because someone submitted it. Verification responsibilities and editorial control differ by project, but a credible process should make clear who checks material, how its origin and context are assessed, who decides whether to publish, and how contributors and sources are protected.

This matters especially when material comes from eyewitnesses or social sources during traumatic events or crises. Kadia Tubman’s Reuters Institute study of user-generated content describes newsroom practice as case-specific, notes common best practices, and calls for agreed standards that protect sources, reputation, and trust. It does not establish one checklist that applies identically to every newsroom. Read the Reuters Institute study on how newsrooms use user-generated content.
Are there different models of collaborative local journalism?
A 2022 Reuters Institute paper proposes three models for local collaborative journalism: co-op, contractor, and NGO. The authors use those labels to discuss how collaborations manage competitive friction while coordinating reporting and distributing benefits. They describe models identified in their study of participants in the UK, Italy, and Finland—not an exhaustive taxonomy for every country or kind of project. The paper explains the models and the tensions they address.

What collaboration can—and cannot—tell readers
Working together can let contributors pool scarce resources and combine local knowledge with reporting or specialist skills. But the existence of a collaboration does not by itself prove that a story is accurate, that the process is fair, or that the project achieved better results than a non-collaborative approach. The cited case studies illustrate structures and practices; they do not establish a general success rate or show that all projects operate alike.
For readers assessing a specific project, the useful questions are practical: who contributed, what each party did, how evidence was checked, who held editorial responsibility, and how the work served its stated audience. Those answers make the label meaningful without assuming that every project uses the same workflow.
