Cursor has the strongest documented secret-specific protections for cloud-agent workflows, provided you configure them correctly. Its controls include encrypted secret storage, runtime-secret redaction from transcripts and commits, file exclusions, isolated per-agent virtual machines, configurable egress allowlists, audit logs, Privacy Mode, and human review of draft pull requests.

GitHub Copilot Business and Enterprise are strongest on default IDE data minimization: GitHub says IDE chat prompts and code-completion suggestions are not retained by default. That does not mean they are never transmitted; Copilot still receives relevant editor and workspace context to generate a result. Claude Code can be appropriate for sensitive work, but its privacy outcome depends heavily on whether you use a consumer or commercial arrangement, whether model improvement is enabled, and whether you use Incognito chats.

Quick verdict

Agent Where it is strongest Important qualification
Cursor Cloud Agents Documented controls that keep runtime secrets out of model-facing transcripts, tool output, and commits; isolated agent VMs; file and network controls; auditability Most protections require deliberate configuration, and the documentation is specific to the relevant Cloud Agent workflow
GitHub Copilot Business or Enterprise Default non-retention for IDE chat prompts and code-completion suggestions GitHub.com, mobile, and CLI surfaces retain prompts and suggestions for 28 days by default; contextual editor and workspace data is still sent to produce suggestions
Claude Code Clear privacy choices such as Incognito chats and a documented deletion and model-improvement policy Consumer retention and training treatment varies by settings; deletion from backend systems can take up to 30 days, and opted-in improvement data may be retained for up to five years

If your primary question is “Which tool gives me the most explicit mechanisms for keeping an API key out of an agent’s transcript and execution environment?” choose Cursor Cloud Agents with Runtime Secrets, path exclusions, restricted egress, and mandatory review. If your organization mainly wants IDE prompts and suggestions not to be retained by default, choose a documented Copilot Business or Enterprise setup and control which repositories and files provide context.

What “protects secrets” actually means

A coding agent can expose a secret in several different ways. Preventing one route does not automatically close the others, so compare the products across five separate questions.

  1. Context and transcript protection: Can a value in an environment variable, file, command output, or prompt be prevented from reaching the model or being written into a conversation transcript?
  2. Retention defaults: If a prompt, suggestion, or session is transmitted, how long does the service retain it, and does the answer change by client or plan?
  3. Training and model improvement: Is the data used to improve models by default, and can an administrator or user opt out?
  4. Isolation and network egress: Does the agent run in an isolated environment, and can it be prevented from sending data to unapproved domains?
  5. Auditability and approval: Can you inspect activity and require a person to approve changes before they are merged?

These are different controls. “Not retained” addresses storage after processing; it does not mean the service never receives the code or nearby editor context. Encryption protects data in transit and at rest, but it does not make a secret safe after it has been deliberately pasted into a prompt. Human approval reduces the chance of an unwanted change being merged, but it does not by itself prevent an agent from reading a sensitive file.

Why Cursor leads for cloud-agent secret handling

Cursor’s Cloud Agent security documentation is the most explicit of the three about keeping runtime credentials out of model-facing artifacts. It says values marked as Runtime Secrets are kept out of the transcript, tool output, and commits and “never reach the model.” That is a direct control for the common case in which an agent needs a credential at execution time but should not be able to display or reproduce it in generated text.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Encrypted secret storage and runtime redaction

Store credentials in Cursor’s encrypted secret store rather than placing raw values in a repository file or prompt. Mark each sensitive value as a Runtime Secret. The intended result is that the process can use the value while the value is redacted from the conversation record, command output captured by the agent, and commits. This is materially different from merely asking an agent not to print a key: the product documents a mechanism designed to keep the value out of those outputs.

File exclusions with .cursorignore

Add sensitive paths to .cursorignore so the Cloud Agent does not ingest them as ordinary project context. Typical candidates include .env files, local credential stores, private certificates, cloud-provider configuration directories, database dumps, and generated files containing tokens. Exclusion is a boundary around file-based context; it does not protect a secret that someone later pastes into a prompt or exposes through an unrestricted command.

Isolated virtual machines and egress allowlists

Cursor documents isolated per-agent virtual machines and configurable egress allowlists. Isolation limits the blast radius of an agent process, while an allowlist can restrict outbound connections to domains required for the task. Use the narrowest list that still permits package registries, source-control services, test endpoints, or other dependencies your workflow genuinely needs. A network restriction is particularly important when a prompt injection attempts to upload files to an unfamiliar host.

Privacy Mode, audit logs, and draft pull requests

Privacy Mode provides an additional account-level privacy setting. Audit logs help administrators review agent activity, and draft pull requests create a review boundary before generated changes are treated as production code. Require a person to inspect the diff, changed files, command results, and dependency changes before approval. These controls complement, rather than replace, Runtime Secrets and file exclusions.

Cursor’s limitations

The strength of this design is conditional. A secret placed directly in a prompt, committed to a repository, printed by an application, or exposed through a tool that is not properly redacted can still be disclosed. The documented controls also describe a particular Cloud Agent workflow; do not assume that every Cursor client, model, or deployment has identical behavior. Confirm the settings and plan that apply to your installation.

What GitHub Copilot’s retention defaults mean

GitHub’s documented Business and Enterprise defaults state that prompts and suggestions for IDE chat and code completions are not retained. For an organization whose main concern is persistent storage of ordinary IDE interactions, that is the clearest default in this comparison.

Retention differs by surface

Copilot surface Documented default What to check
IDE chat and code completions under Business or Enterprise Prompts and suggestions not retained Whether the user is actually authenticated to the organization’s Business or Enterprise plan and using the covered IDE features
GitHub.com Prompts and suggestions retained for 28 days by default Repository policy, account type, and any organization settings that alter the default
Mobile Prompts and suggestions retained for 28 days by default Whether mobile use is permitted for sensitive repositories
CLI Prompts and suggestions retained for 28 days by default Shell and terminal policy, command history, and which repositories are used from the CLI

The 28-day figure is a default for those surfaces, not a universal Copilot retention promise. Treat IDE, web, mobile, and CLI use as separate data paths in your policy.

Not retained does not mean never transmitted

To generate a completion or answer, Copilot receives contextual editor information. GitHub identifies nearby code, open files, paths, workspace information, prompts, and selections as examples of the context used for generation. A prompt can therefore avoid long-term retention while still sending sensitive material during the request. Repository and file policies remain necessary, especially for credential files, private keys, production configuration, and regulated data.

Practical Copilot controls

Use Business or Enterprise when you need organizational policy controls and the documented IDE non-retention default. Define which repositories may use Copilot, restrict sensitive file types where your development policy supports it, and review whether developers can invoke Copilot from GitHub.com, mobile, or the CLI. Keep secrets in a managed runtime or vault rather than in source files that the editor can open. Also account for local exposure: editor caches, terminal history, screenshots, and copied prompts are outside the server-side retention statement.

How Claude Code handles deletion, training, and sensitive sessions

Claude Code requires a plan-aware decision. Anthropic’s consumer privacy documentation says deleted chats are removed from history immediately and from backend systems within 30 days. If a user allows model improvement, de-identified chats or coding sessions may be retained for up to five years. Incognito chats are not used to improve Claude, even when Model Improvement is enabled in Privacy Settings.

Consumer settings and Incognito

For a sensitive one-off session, use Incognito and avoid entering raw credentials. Incognito addresses model-improvement use; it does not make a secret safe to paste into a prompt, nor does it remove local workstation artifacts such as shell history or terminal logs. If policy requires that consumer sessions not contribute to improvement, disable Model Improvement in Privacy Settings and verify that the setting applies to the account and client being used.

Commercial and team arrangements

Do not generalize consumer behavior to commercial or team arrangements. Contract terms, administrative controls, account type, and product surface can change retention and training treatment. Obtain the applicable enterprise data terms and configure the organization’s policy before allowing proprietary code or credentials into Claude Code.

Encryption and access controls

Anthropic states that data is encrypted in transit and at rest and that employee access is limited by user consent or controlled trust-and-safety review. Encryption and restricted employee access reduce exposure during storage and operations, but they do not prevent an agent from receiving a value that a developer has pasted into a prompt or made available through a command.

Human approval remains essential

Anthropic describes Claude Code Security as identifying problems and suggesting solutions while leaving the final decision to developers: “Nothing is applied without human approval.” Use that approval boundary for generated code and security fixes. It is a change-management control, not a guarantee that the preceding analysis never saw a sensitive file.

Which is safest for .env files?

Cursor is the safest documented choice when the agent must run with environment secrets: place the values in encrypted storage, expose them as Runtime Secrets, and exclude the files with .cursorignore. The value should remain unavailable to the model and absent from transcripts, tool output, and commits.

With Copilot, keep .env files outside the editor’s usable context and use repository or file controls. Copilot’s IDE non-retention default does not stop a developer from opening an .env file and sending nearby content as context.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

With Claude Code, do not paste the file into a prompt. Use a commercial arrangement with suitable terms where possible, disable Model Improvement when required, and use Incognito for sensitive consumer sessions. Keep the actual values in a runtime secret manager and expose only the minimum needed to the command being run.

Configuration checklists

Cursor Cloud Agents

  1. Put credentials in the encrypted secret store instead of repository files.
  2. Mark each credential as a Runtime Secret.
  3. Add .env, key files, certificates, credential directories, and other sensitive paths to .cursorignore.
  4. Turn on the narrowest practical egress allowlist.
  5. Use short-lived OIDC credentials instead of long-lived static keys where your infrastructure supports them.
  6. Enable Privacy Mode and retain audit logs according to your organization’s policy.
  7. Require human review of every draft pull request, including the full diff and tool activity, before merging.

GitHub Copilot

  1. Use a Business or Enterprise account for organizational controls and the documented IDE non-retention default.
  2. Inventory every client your developers use: IDE, GitHub.com, mobile, and CLI.
  3. Apply repository and file-type restrictions around credentials, production configuration, and regulated data.
  4. Keep secrets in a vault or runtime environment rather than source files visible to the editor.
  5. Review generated diffs and commands before execution, and prevent automatic merges for sensitive repositories.
  6. Account for local terminal history, editor caches, copied prompts, and screenshots in your threat model.

Claude Code

  1. Identify whether the account is consumer, commercial, or team-managed before setting policy.
  2. Disable Model Improvement in Privacy Settings when organizational policy requires an opt-out.
  3. Use Incognito for sensitive consumer sessions.
  4. Never paste raw API keys, private keys, or complete .env files into prompts.
  5. Provide short-lived, least-privilege credentials only to the process that needs them.
  6. Review shell history, logs, local transcripts, and generated patches for accidental disclosure.
  7. Require human approval before applying or merging code changes.

Common failure modes and how to prevent them

A secret is printed by a test or build command

File exclusion does not help if a program reads the secret and prints it. Mask sensitive output in test and CI tooling, use commands that return only success or failure, and inspect logs before sharing them with an agent.

A prompt injection requests an upload

Restrict outbound network access, especially for cloud agents. Review shell commands and tool calls rather than approving a batch of actions blindly. An allowlist should contain only domains required for the task.

A developer uses the wrong client

A team may configure IDE Copilot correctly while a developer uses GitHub.com, mobile, or CLI, where the documented default is 28-day retention. Inventory clients and enforce repository policy consistently.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A key is committed despite a privacy setting

Privacy and retention controls cannot undo a credential leak in version history. Use secret scanning and immediate key rotation as operational safeguards, and treat every accidental commit as compromised.

Local artifacts are overlooked

Server-side policies do not cover shell history, editor caches, crash reports, screenshots, clipboard managers, or locally saved transcripts. Configure workstation protections and avoid commands that echo credentials.

Choosing by threat model

Your priority Best fit Reason
Keep runtime credentials out of agent transcripts and commits Cursor Cloud Agents Runtime Secrets, encrypted storage, redaction, file exclusions, isolation, and egress controls are explicitly documented
Minimize retention of normal IDE interactions GitHub Copilot Business or Enterprise IDE chat prompts and code-completion suggestions are documented as not retained by default
Use a no-model-improvement session for sensitive consumer work Claude Code with Incognito Incognito chats are excluded from model improvement, subject to the limitations of consumer use
Require traceability and a human merge decision Cursor or Claude Code with enforced review Cursor documents audit logs and draft pull-request review; Anthropic documents human approval for security changes
Claim “zero data retention” None of the three based on the documented facts here Copilot has surface-specific defaults, Claude has deletion and improvement windows, and Cursor’s cited controls do not establish a universal zero-retention guarantee

For most teams handling production credentials, the safest pattern is layered: keep secrets in a dedicated vault, issue short-lived least-privilege credentials, prevent sensitive files from becoming context, restrict egress, review every generated change, and rotate any credential that appears in a prompt, log, transcript, or commit.
